Join our APWA-accredited Public Works team in serving the people of Pinellas County through the planning, design, and implementation of the County's parks capital projects that provide many amenities for enjoyment by our residents and visitors. The Public Works Department supports Parks and Conservation Resources (PCR) with the management and delivery of park capital projects. The PCR is a department dedicated to the preservation of the County's most treasured assets: park land, environmentally sensitive land, and the history of Pinellas County, with ongoing opportunities to partner with professionals and the public as we work toward this common goal.
Pinellas County has a large system of award-winning parks, including miles of white sand beaches, boat launch facilities, aquatic preserves, freshwater lakes, fishing, hiking and camping opportunities and coastal and inland nature preserves. Pinellas County is seeking a motivated and collaborative civil, land development or structural Professional Engineer with effective communication and management skills. The selected candidate will assist with the planning, development, and management of projects to expand and rehabilitate existing parks and provide new park facilities.
Pinellas County's Capital Improvements Program (CIP) is stably funded through a 1% sales tax (Penny for Pinellas) and affords an exciting opportunity to develop a diverse and interesting portfolio of projects in the most densely populated county in Florida.
Position Overview
As part of the Public Works team, you will report to the Stormwater and Parks Engineering Section Manager and manage CIP projects for the PCR Department. This position requires a high level of coordination between the Departments as well as other internal and external stakeholders.
This is a supervisory engineering position responsible for the planning, design and management of parks capital projects and related studies. Parks capital projects provide amenities such as boardwalks, playgrounds, boat ramps, trails, parking lots, sport fields, and other park amenities. As a project manager and team leader, this position manages the delivery of 6 to 10 projects at any given time and leads a team of 2 to 4 County staff, with oversight of consultant and contractor teams.
The position is responsible for projects from inception through bidding and continues to provide support throughout the construction phase. Construction Engineering and Inspection (CEI) is also provided by this position for some projects. The majority of CIP projects are designed and permitted by consultant teams managed by County staff; however, boardwalks and some smaller projects are designed and permitted in-house. This position may serve as the Engineer of Record for in-house designs.
Work Schedule: Hybrid with up to 2 days remote

What Would You Do?
- Serves as a project manager and team leader for a group of engineers, landscape architects, scientists and technical personnel engaged in parks planning, project management, permit review, GIS functions and asset management.
- Assures development of quality projects under PCR programs in accordance with approved schedules and budgets.
- Plans, coordinates, and reviews capital parks projects and provides operational engineering support.
- Regularly communicates project objectives to staff, presents to the public, reports to management and leadership and coordinates with internal and external stakeholders.
- Ensures deadlines and milestones are met, follows project management best practices, guides and mentors staff, and resolves barriers to program and employee success.
What Do You Need To Have?
- A Florida Professional Engineer license, or a Professional Engineer license from a state that has reciprocity with the State of Florida.
- Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Experience: Planning, design and management of parks capital projects or site development projects that includes 3 years of supervisory responsibilities.
Education: Degree in civil engineering or relevant engineering discipline.
- Bachelor's degree as described above and Professional Engineering license with 8 years of experience as described above; or
- Master's degree as described above and Professional Engineering license with 6 years of experience as described above; or
- PhD degree as described above and Professional Engineering license with 4 years of experience as described above.
Highly Desirable
- Understanding of Capital Improvement Program planning and budgeting.
- Structural engineering experience.
- Experience with design and construction of boardwalk, road and parking lot resurfacing, and CEI management.
- Experience with local, state and federal permitting.
- Experience with grant applications and management.
- Experience working with parks and site development design teams.
- Experience in habitat restoration projects including knowledge of local plants and wildlife.
- Experience preparing specifications and contract documents.
- Competency using GIS and CAD.
- Strong written and verbal communication skills.
Knowledge, Skills, and Abilities
- Knowledge of current principles, practices, methods, and techniques of civil engineering and the ability to apply them to parks capital projects.
- Knowledge of current construction methods, processes, materials, costs, and cost estimating.
- Experience with capital budget preparation.
- Skill in the use of spreadsheets, graphics, databases, word processing, project management software and in the operation of various specific computer programs, in particular AutoCAD Civil 3D, ArcGIS, and standard Microsoft Office products.
- Skill at engineering analysis and leadership of small teams.
- Project management skills.
- Ability to work collaboratively with others.
- Ability to support, mentor and guide professional staff.
