External and Corporate Relations Vice-Presidency (ECR)

The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Group's role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Bank's Regions and Global Practices and leads the management of reputation risk.

About the External and Corporate Relations - Employee Engagement Team

The Employee Engagement team within ECR drives strategic and coordinated internal communications to strengthen staff engagement and alignment with the One World Bank Group vision and mission. The team galvanizes two-way communication between leadership and staff through channels like the intranet, email, campaigns, and events that foster transparency, connection, and trust across the institution.

The team will be led by a Senior External Affairs Officer with overall responsibility of overseeing all-staff communication channels to ensure clarity, relevance, and alignment with institutional priorities.

Roles and Responsibilities:

Strategic Communication
Convene and lead a WBG-wide steering committee on internal communications.
Design and execute high-level leadership and staff engagement events.
Implement employee engagement campaigns tied to institutional priorities.
Develop compelling communications content in partnership with key units across WBG.
Leverage data and staff feedback to enhance communication effectiveness and engagement.
Ensure that messaging across internal communication channels aligns with overall WBG strategic priorities.
Supervise and manage the daily activities of the Employee Engagement Team and motivate them to deliver high-quality, timely work.
Represent the Advisor in meetings when necessary.

Change Management & Organizational Culture
Develop and execute communication strategies that drive employee engagement and support change initiatives.
Champion clear, targeted messaging to guide staff through uncertainty and transition.
Strengthen organizational culture through strategic, transparent, and consistent communication.

Two-way Communication
Strengthen dialogue between staff and leadership to deepen engagement with WBG's mission and values.
Collaborate with Senior Leadership Team (SLT) communication leads to align messaging and address staff concerns.
Ensure that internal communication channels enable meaningful two-way conversations.
Partner with the Leadership Engagement Lead on staff engagement initiatives.

Internal Communication Channels
Oversee the quality and strategic impact of communications across WBG's internal platforms, including the intranet and all-staff communications.
Work closely with the ITS intranet team to align messaging and provide staff with relevant, accessible information.
Drive continuous improvements to the WBG intranet to enhance user experience and effectiveness.
Oversee the evolution and engagement of the WBG Conversations page.

Monitoring and Reporting
Track and report the progress of engagement initiatives, providing regular updates to the Advisor and leadership.
Use data-driven insights to identify successes and recommend adjustments where needed.

Selection Criteria
Master's degree in political science, Communications, Economics, International Relations, Public Affairs, Journalism, Business Administration, or a related field, with at least 8 years of relevant experience (or a Bachelor's degree with 13 years of experience).
Proven ability to lead and cultivate strategic internal engagements, advising on communication approaches to build institutional support for WBG's mission and priorities.
Strong track record in designing and executing high-impact communication strategies, programs, and campaigns across multiple teams.
Demonstrated ability to develop, oversee, and deliver communication products tailored to diverse audiences.
Expertise in leading risk identification and mitigation strategies within internal communication frameworks.
Experience in leveraging data and insights to shape effective engagement strategies.
Deep understanding of global economic, political, and societal trends and their implications for WBG.
Strong grasp of emerging communication and engagement strategies, audiences, channels, and platforms.
Ability to perform under pressure, manage competing priorities, and uphold excellence in execution.
Skilled at building relationships and exercising discretion in handling sensitive information.
Demonstrated ability to contribute to a positive workplace culture by modeling core values, working with urgency, taking thoughtful risks, prioritizing effectively, and maintaining a growth mindset.
