General Statement of Duties

Provides professional, intensive, specialized continuing case management services involving concentration in the areas of child and adult welfare; performs a broader scope of duties requiring routine utilization of greater professional knowledge and independent application of professional skill; performs other duties as assigned.
Essential Duties
A Children's Services Act (CSA) Specialist works in the CSA program, including assessing client needs, managing service contracts, and monitoring service plans. They also facilitate the Family Assessment and Planning Team (FAPT) meetings, working with families and children to ensure they have access to and receive the appropriate services and resources to meet their needs.

We are seeking an applicant with strong communication and group facilitation skills, someone who manages time and tasks well and someone who values the collaborative and sensitive nature of this particular work in public service. The ideal candidate should be committed to the idea that every child deserves to grow up in a safe and nurturing family environment and to the process of helping children and families develop resilience and heal from their traumatic experiences.
This position is required to maintain: considerable knowledge of current social, economic and health concerns; considerable knowledge of the federal Social Security Act and of casework philosophy, methods and practices; considerable knowledge of individual and group behavior and of current literature and trends in the social work field; knowledge of community resources available to meet clients' needs; ability to make independent judgments; ability to understand and interpret laws and regulations and to deal effectively with the public; ability to plan and organize work; ability to gather facts and report them accurately and to write reports.
Minimum Qualifications
Four (4) year baccalaureate degree in a relevant social science field in accordance with VA Code 63.2-219; Three (3) years of relevant social work experience; OR: Any equivalent combination of experience and training which provides the necessary knowledge, skills and abilities.
Additional Information
Valid driver's license to perform assigned duties at various locations.
Successful completion of all training requirements established pursuant to the VA 63.2-208. Standards for personnel.
Central Registry Check and Criminal history record check and fingerprinting of all employees in authorized and hourly safety sensitive positions.

- FAPT-related responsibilities:
- Screen referrals for eligibility, timeliness and scheduling
- Facilitate FAPT meetings, including assessing client needs, documenting the meeting minutes in the IFSPs & creating the expenditure approval forms
- Collect & review documentation prior to FAPT meetings that are required for funding, service planning & case review
- Initiate & monitor Parental Placement Agreements with children, their families and assigned case managers.
- Conduct utilization review in FAPT meetings and outside of FAPT through records review and site visits
- Collaborate with child-serving agencies and community partners through:
- Participation in Family Partnership Meetings, Child & Family Team Meetings and treatment team meetings
- Case consultation
- Conducting training on CSA & FAPT
- Work directly with vendors to manage services, funding & client-specific issues and to learn about services being provided.
- Quality Assurance responsibilities:
- Participate in Title IV-e case reviews and CSA audits
- Ensure program and finance compliance with state and local regulations
