Unit Context
The Budget, Performance Review, and Strategic Planning (BPS) VPU is mandated with overseeing the finance and corporate procurement function of the World Bank. The purpose of the VPU is to deliver high value for money with efficient, effective, and professional finance and resource management services to help drive sustained business success through delivery of the WBG strategy. At the same time, it is focusing on improving governance to enable better oversight of what and how services are provided and continuing to strengthen its professional workforce with up-to-date skills, knowledge, and experience.
BPS is organized into four departments under a Vice President: (1) BPS Corporate Units (BPSCU) - supporting Institutional, Governance and Administrative Units, Capital Budget and providing BPS systems, knowledge, data governance and the service center; (2) BPS Operations Units (BPSOU) - supporting Practice Groups and Regions (3) BPS Strategic Planning (BPSSP) - supporting the corporate strategic business and budget planning process; and (4) BPS Corporate Procurement (BPSCP) with teams responsible for coordinating and overseeing the sourcing strategy, selection, contract execution, and vendor management across the globe.
BPS has a service delivery model with three core roles:
Business Partners (client facing): embedded partners focused on decision support and performance oversight with strong understanding of the business.
Centers of Expertise (COE): providing thought leadership and analytics, designing business finance policies, practices, and coordinating business finance knowledge management; and
Service Center: central unit to manage delivery of high volume and transactional and reporting services across the Bank, including help desk support to clients.
Unit OverviewBPS is seeking to recruit four Senior Finance Officers (SFOs) to help drive, support, and implement the BPS Service Delivery model. As with all BPS staff, Senior Finance Officers are expected to be fungible and able to work across different assignments over time depending on business needs and professional development objectives. Specific work assignments are articulated in annual objectives prior to the start of each fiscal year. Note: additional SFO vacancies may be included should the business need arise in the short term.
Current open positions are in the following units:
1.BPSAF - Business Partner Unit supporting AFW & AFE regions
2.BPSEL - Business Partner Unit supporting Prosperity Vertical & LCR region
3.BPSGA - Business Partner Unit supporting GCS & Other Admin. Units
4.BPSHE - Business Partner Unit supporting People Vertical & EAP region
Duties and Responsibilities
The primary focus of these Senior Finance Officers will be in the Budget workstream. As part of this work stream, they will act as business partners and trusted advisors to senior management. They are expected to be experts in budgeting disciplines and financial planning and analysis. They are expected to lead teams to deliver key products and services on time and to standard.
Senior Finance Officers often serve as formal supervisors of BPS staff responsible for setting objectives, overseeing work distribution and managing performance, and/or manage major projects. They are expected to work directly alongside senior management, representing BPS; able to influence decisions about how financial resources are managed and responsible for ensuring corporate budgeting policies are applied successfully.
Selection Criteria
MinimumEducation consisting of a Master's Degree in Accounting, Business, Finance, orother relevant discipline required to fulfill position-specific requirements(e.g., Economics, Finance, Public Administration, Information Systems, etc.);or a Bachelor's Degree plus an internationally recognized professionalqualification (e.g., CPA, CA, ACCA, CGMA, CIMA, CFA)
Minimum eight years relevant experience across two units or moving to anassignment in a different unit (relevant country office, non-BPS, or externalexperiences would fulfill this requirement).
Ability to write well and present complex data/analyses in a concise andclear manner, including reports, briefings, talking points, and "frequentlyasked questions."
Strong client relationship management experience and skills.
Strong collaboration skills with other functions, an excellent team playerwith good project management skills.
Preferred Qualification and Experience Experience in leading teams to deliver high performance under tight deadlinesand often under a multi-tasking environment; strong supervisory skills aredesirable.
Advanced working knowledge of Bank budget/finance systems and reports,particularly SAP, BW/AO, Power BI, Generative AI tools and/or demonstratedexperience with major systems for financial/budget management.
Experience in data management/modeling, process analysis, design andautomation, quantitative modeling skills for supporting decisions on resourceallocation and utilization.
Familiarity with the fundamentals of Business Process Management and DataGovernance.
Experience in capital budget and fixed asset and lease accounting (For BPSGArole).
Proficiency in SeniorFinance Officer core competencies (listed below): Project management, including task team leadership and/or project leadership.
Integrity and Independence - Interprets information in an objective manner,exercising professional skepticism and critical thinking; disseminatesinformation with due attention to potential issues of confidentiality anddisclosure.
Statutory and other Stakeholder Reporting - Has a good understanding offinancial statements and stakeholder reports and can explain trends, drivers,and variances to others (either for statutory purposes or other stakeholders,such as trust fund donors).
Performance Evaluation and Reporting - Able to analyze and interpret reportsand draw meaningful conclusions with respect to performance against strategicand operational priorities.
Internal controls and corporate procedures - Able to evaluate and ensure theconsistency of specific policies and procedures with the entity's statedmission, strategies and practices; Can identify deficiencies and analyzecontrols, policies, procedures and corporate guidelines, alerting and informingthe appropriate channels to review and take corrective action.
Planning and Budgeting - Able to coordinate work program and budget planning,formulation, allocation processes, and monitoring and management reporting atthe department level; Able to ensure timely submission in accordance withdeadlines; Able to monitor the funding position of the unit, and liaise withsenior staff on addressing funding issues and provide advice to the unitmanagement team, leading on corrective action to cover funding gaps and/orinvest surplus funds (where applicable).
Leadership and Innovation - Supervises distributed and virtual teams fromdifferent units and/or time zones. Across all teams creates and promotes anenvironment that values team performance. Takes the time to mentor otherteam members to build similar work climates that value and reward groupachievements. Contributes new insights to understand situations and developssolutions to resolve complex problems and adapts as circumstancesrequire.
