OPCS Vice Presidency:
Operations Policy and Country Services (OPCS) plays a pivotal role in achieving the WBG's mission, to end extreme poverty and boost prosperity on a livable planet. The VPU helps foster links between Global Practices and the Regions, while assisting frontline staff in delivering results to clients through sound operations policy and strong country support. OPCS develops and oversees the WB's operational policies for country strategies, lending operations, advisory services and analytical support, financial management, procurement, and environmental and social safeguards. This includes advising and providing hands-on assistance on the WB's policies, processes, and risk management related to operations (e.g. use of financing instruments; on procurement, financial management, and safeguards matters; and on results management). OPCS is also responsible for modernizing operational instruments (lending and non-lending) to help the WB become more responsive to a country's needs.
Financial Management Team in OPCS (OPSFM):
OPSFM led by the Chief Financial Management Officer, is based in the Operations Policy and Country Services Vice Presidency. The unit provides strategic leadership on FM policies, procedures, instructions, guidelines, and tools on financial management in operations to Bank-wide FM staff. FM aims to provide reasonable assurance that financing provided by the Bank is used for intended purposes with economy and efficiency, and assists developing partner countries build their FM capacity.
Duties and Accountability:
OPSPF seeks to recruit a Senior Financial Management Specialist on a DAIS. The DAIS will be offered to FM-accredited GF or GG staff. The position is based in Washington, DC for a period of six months and the incumbent will report to Manager - OPSFM.
The Senior Financial Management Specialist will handle the following TOR.
Selection Criteria
The candidate should be FM-accredited and shouldhave at least eight years of relevant experience in financial management, thatpreferably includes expertise in the public sector. The candidate should havedemonstrated ability to use technology for analytical and strategic work,interpersonal skills with the ability to work independently with a variety ofinternal and external stakeholders, the ability to communicate complexinformation in a succinct and impactful manner.
This is a Development Assignment based in Washington, D.C. for an initial duration of 6 months. Only Term/Open Appointment staff are eligible to apply for this DAIS position.

The Senior Financial Management Specialist will handle the following TOR.
- Learning Program: Developing specific FM Learning Program modules, exploring learning methodologies of making learning more effective.
- Leveraging Data and use of AI: Exploring use of AI for FM work. Looking at ways the data in FM system can be leveraged for sharpening the risk-based approach.
- Guidance Notes: Working on new guidance notes and updating issued guidance on specific topics.
- Corporate Reviews: Carrying out corporate reviews of IPFs, DPFs, and PforRs
- FM Dashboard: Working on enhancing the FM dashboard.
- Streamlining FM processes: Working on making the FM processes on audit reports and IFRs more efficient.
Selection Criteria

- FM accredited and demonstrated ability to provide intellectual and operational vision to follow-through application of principles enshrined in Bank policy to the fiduciary agenda.
- Broad operational experience in the areas of integrated risk management in operational FM across different lending instruments and ASA related to FM in operations, especially diagnostic assessments.
- Strong grasp of the Bank's policy and procedure framework.
- Experience of managing fraud and corruption risks in operations.
- In-depth knowledge of and experience in the various dimensions of the FM cycle (budget formulation, execution, controls, accounting and reporting, auditing and oversight).
- Broad operational project management experience - Demonstrates in-depth knowledge and understanding of project design, management and oversight tools and methodologies, as well as Bank instruments and processes related to project preparation and implementation, including stakeholder communications.
- Interest in finding pragmatic, innovative solutions for improved efficiency in operational FM including data analytics and initiatives in technology.
- Ensure effective collaboration and partnership across a range of internal and external stakeholders including procurement and other units within OPCS with a view to be responsive to operations.
- Mentor less experienced staff; participate in the design and delivery of training; and formulation/update of policy and guidance.
