Job Description:
Help the Department of Land Conservation and Development (DLCD) fulfill its mission to foster sustainable and vibrant communities and protect Oregon's natural resources for current and future generations.
Join our Fiscal and Budget Services team and play an important role in planning and executing the agency budget to support the agency's vital mission. DLCD is a small, but dynamic organization, with a wide range of programs related to land use planning and diverse funding sources.
This position serves as the senior fiscal analyst for DLCD. This position acts as the Statewide Audit and Budget Reporting (SABR) Coordinator for the department and leads the process for technical budget entry into the state budget system. This position also prepares and submits the department's quarterly allotment plans to the Department of Administrative Services (DAS). This position is the primary fiscal analyst assigned to the Coastal Services Division and Community Services Division, analyzing agency, state and federal policy to provide consultation and guidance to division managers. This position also shares consultation and advice regarding budgeting questions or issues to the other fiscal analysts within DLCD's Fiscal and Budget Services team.

Minimum Qualifications
Six years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information.
Note:
A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for three years of the required experience.
A graduate-level degree in any of the above areas may substitute for four of the six years.

As Senior Fiscal Analyst you will:
- Lead Fiscal and Budget Services' process for technical budget entry into the state budget system, and resolve SABR audits.
- Prepare the department's quarterly allotment plans, coordinating with other fiscal analysts to ensure adequate allotments across the department's divisions, and resolving any questions or issues with proposed allotment plans.
- Analyze and prepare fiscal impact assessments for proposed department legislative concepts and proposed legislative bills.
- Translate assigned divisions' legislatively approved budgets into operating budgets by sections, program areas, specific projects, and/or specific funding sources and appropriations.
- Develop and maintain monthly budget and financial status reports.
- Modify divisions' budgeting processes to align with changes in federal or state requirements and to meet operational needs.
- Participate in program management meetings to assist with budget issues; clarify budget challenges and present alternative solutions.
- Interpret agency, state, and federal policy; advise managers and staff on budget and fiscal matters providing accurate and timely information to ensure interactive problem-solving.
- Work with management to develop budgetary needs of existing and new activities, including analysis and forecast of revenue and expenditure trends and program modifications.
- Develop budget packages, current service level exceptions, fund shifts, narratives, and policy option package detail reports.
- Prepare information to respond to Department of Administrative Services, Legislative Fiscal Office (LFO), and agency management requests.
- Extract financial transaction data with use of the OBIEE application; analyze data to provide revenue and expenditure trends. Identify coding errors and assist with correcting these errors.
- Prepare detailed analysis, handouts, and other budget information materials.

- Experience with Statewide Financial Management Application (SFMA) and Oracle Business Intelligence Enterprise Edition (OBIEE) is preferred.
- Proficiency with PC software, particularly Microsoft Excel.
- Ability to plan and organize their work to successfully handle multiple tasks.
- Excellent written and verbal communication skills.
- Demonstrated experience developing and maintaining cooperative working relationships through effective communication.
- Demonstrated experience explaining technical financial information to non-technical audiences.

- The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
