Job Description

Reporting to the GIS Manager, the GIS Senior Coordinator will perform tasks related to the collection, analysis, documentation and presentation of all asset data from operational and capital projects to assist the City in making prudent, cost-effective decisions on maintaining and replacing City infrastructure. This will primarily be done by using GIS (ESRI) and data management (Cartegraph/OpenGov) software.
Job Responsibilities

  • Maintains spatial databases of relevant information, documents procedures, validates data for accuracy and completeness, compares approved metadata forms, and produces maps of the resulting information.
  • Assist and train all City staff in the utilization of Cartegraph/OpenGov OMS.
  • Prepare maps, drawings and exhibits as requested by city staff.
  • Evaluates information and data from outside sources, determines the quality of the data and converts data to assist users.
  • Imports, creates, reformats and processes data to produce spatial distribution maps for various studies.
  • Analyze and interpret asset data and prepare reports and graphs for city staff as required,
  • Prepare level of service reports utilizing information obtained from Cartegraph/OpenGov.
  • Develop and maintain records of infrastructure and asset value.
  • Provide GIS support to other employees (answer questions and assist with technical issues
  • Research documentation as requested by City staff and assist in maintaining the filing system of engineering documents, including backing up and archiving.
  • Using Python scripting for GIS projects.
  • Management of Consultants in the completion of assigned tasks.
  • Troubleshoot all issues regarding GIS or Cartegraph/OpenGov software.
  • Train for and troubleshoot any issues regarding See Click Fix public application.

  • Qualifications
    QUALIFICATIONS: Must have a minimum of three years of GIS experience in a progressively responsible position along with a minimum of one year of Asset Management software experience. Public sector experience desirable. High school diploma or equivalent.

    Licenses and other requirements: Valid Washington State driver's license.
    KNOWLEDGE AND ABILITIES:

    Knowledge of:
    • Extensive knowledge and a high degree of proficiency in using geographic information system software such as ESRI's software and ArcGIS Server.
    • Extensive knowledge of and a high degree of proficiency using AutoCad drafting software and peripheral computer equipment.
    • Basic knowledge and understanding of asset management and maintenance practices using Cartegraph/OpenGov software.
    • Basic knowledge of engineering design principles and construction methods.
    • Experience in Microsoft Office applications.

    Ability to:
    • Ability to use financial reporting and programming software tools.
    • Ability to relay technical information to non-technical personnel effectively.
    • Ability to lead people and effectively communicate tasks to be completed.
    • Ability to handle multiple assignments simultaneously.
    • Excellent communication skills, both verbal and in written.
    • A self-starter that sets and achieves own goals.
    • Possesses an organized approach to tasks and manages time well to ensure tasks are met accordingly.

    Miscellaneous Information
    LEVEL OF AUTHORITY: Judgment is exercised in making recommendations regarding Enterprise GIS applications and database applications, and in effectively managing relationships with internal and external customers. Incumbents work within a framework of established standards and procedures and are expected to perform all the duties assigned to the position with minimum instruction or assistance. Work is normally reviewed only at the outset for direction and upon completion and for overall results.
    WORK ENVIRONMENT: Office space with minimal amounts of noise and distractions.
    PHYSICAL: Position requires hearing, seeing, talking and repetitive motions of hands and wrists. Frequent sitting or standing. Must be able to push, pull, or lift ten pounds and carry twenty pounds.
