JOB TITLE: Senior Human Resources Partner

FLSA: Exempt

REPORTS TO: Director, Human Resources Operations

INTRODUCTION

Under the direction and supervision of the Director of Human Resources Operations, the Human Resources Business Partner (HRBP) is responsible for aligning business objectives with employees and management within designated business units. Acting as a consultant to management, the HRBP serves as both an employee champion and change agent, assessing and anticipating HR-related needs while developing integrated solutions that reflect the organization's business objectives.

MAJOR DUTIES/ESSENTIAL FUNCTIONS
  • Administer human resources plans and procedures, including the development and implementation of personnel policies; maintain the employee handbook.
  • Collaborate with leadership to develop strategic initiatives that enhance organizational effectiveness and achieve company goals.
  • Act as a trusted advisor and partner to leaders, providing advice, guidance, and support on all HR matters, including employee relations, talent management, performance management, and compensation.
  • Manage complex employee relations issues, conducting thorough and objective investigations while providing policy guidance on hiring, compensation, performance management, and benefits.
  • Facilitate open communication between employees and management to foster positive relationships and resolve concerns effectively.
  • Monitor compliance with federal and state employment legislation, reducing legal risks and ensuring regulatory compliance; partner with legal as needed.
  • Analyze HR metrics and trends to create reports, solutions, and programs that address operational needs and support employee retention.
  • Conduct training sessions on HR-related topics, including onboarding, performance management, and workforce development initiatives.
  • Act as a liaison between corporate HR, field leadership, and external agencies, providing support in investigations and compliance matters.
  • Support talent management processes, including goal setting, succession planning, and performance evaluations.
  • May oversee leave management processes, including FMLA and ADA compliance.
  • Prepare and maintain HRIS and personnel files; compile reports and analytics as required.
  • Facilitate new hire orientation as needed.
  • Proven experience in HR, with a strong understanding of labor relations and collective bargaining processes.
  • Perform other duties as assigned.

QUALIFICATIONS
  • Bachelor's degree in human resources or a related field; a master's degree or MBA is preferred.
  • Minimum of 5-7 years of HRBP experience or a comparable HR role, preferably in the healthcare industry.
  • Union experience is required.
  • PHR/SPHR or SHRM-CP/SHRM-SCP certification is preferred.
  • Demonstrated ability to work autonomously while collaborating within a team environment.
  • Proficiency in MS Office and HRIS systems; experience with ADP Workforce or similar software is a plus.
  • Excellent verbal and written communication skills, with the ability to engage effectively at all levels of the organization.
  • Demonstrated achievements as an HR professional.
  • Working knowledge of multiple human resource disciplines, including compensation practices, organizational diagnosis, employee and union relations, diversity, performance management, and federal and state respective employment laws.
  • Experience working with Federally Qualified Health Centers (FQHCs), non-profit mission-based organizations, or in healthcare preferred.
  • Ability to travel 20-30% of the time, primarily within Washington, DC.
  • Bilingual (English/Spanish) is a plus
