Under direction, leads, oversees, and performs a wide variety of difficult and complex professional, technical, and confidential work required to administer human resources programs, including classification and compensation, employee performance management, employee and labor relations, recruitment and selection, employee benefit services, equal employment opportunity, and training/staff development; assists in departmental planning activities to improve organizational productivity and customer service; performs research and analysis; provides consulting services to County departments related to all aspects of human resources programs and activities; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned supervisory or management personnel. Exercises technical and functional direction over and provides training to lower-level staff. Exercises no direct supervision of staff.

CLASS CHARACTERISTICS

This is the advanced journey-level classification in the Human Resources Analyst series responsible for performing the most complex work assigned to the series. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment to perform assigned duties. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to complete assignments. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This class is distinguished from the Human Resources Manager in that the latter is responsible for the management of all human resources programs in the department.
Examples of Duties

The job functions listed below are not inclusive or exclusive and are intended only as illustrations or examples of the various types of work that may be performed in various divisions/departments.   • Plans and organizes the daily functions, operations, and activities of assigned human resources programs, including recruitment, classification, employee training and development, benefits, employee performance, leave management, and payroll; performs the most complex assignments of the series requiring the use of judgment and discretion in determining a course of action where there is no directly related framework of guidelines or past practice.
  • Provides lead direction and training to support staff performing a wide variety of professional, technical, and confidential work required to administer human resources programs.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs and the department; recommends within departmental policy, appropriate service levels; recommends and administers policies and procedures.
  • Develops and standardizes procedures and methods to improve and continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; identifies opportunities for improvement and recommends to the Human Resources Manager.
  • Develops and implements sound recruitment, testing, and selection processes, including evaluating recruitment materials and sources, administering all phases of the examination process, and assisting hiring departments with the employee selection process; ensures equal employment opportunity for all candidates; maintains records management databases.
  • Performs job analysis and classification studies of new and existing positions; designs and writes new and alters existing classification specifications as appropriate; makes recommendations, and participates in the development, implementation, and administration of classification plans.
  • Monitors leave of absence programs ensuring legal compliance; reviews and analyzes family and medical leave applications; makes recommendations and develops employer response; interprets human resources policies and procedures with regards to benefits and paid and unpaid time-off options for employees; educates employees and managers on policy and legal compliance regarding leaves of absence.
  • Administers the County's employee benefits programs; acts as liaison to various third-party benefits administrators and health carriers; conducts County-wide open enrollment for benefits; prepares open enrollment benefit materials and literature.
  • Develops and participates in employee relations activities and may serve as management representative in negotiations with labor representatives as assigned; provides advice and counsel to department directors, managers, supervisors, and employees in the interpretation of human resources policies, procedures, application of labor contracts, and the administration of grievances; reviews performance evaluations for consistency and makes recommendations; works closely with management on issues that require resolution or contract clarification.
  • Coordinates the County's employee training activities, including identifying training needs, arranging for training presenters, and working with trainers to ensure County needs and expectations are addressed; secures training sites, develops memos, flyers, emails, and voicemails, and provides visual aids and other materials as necessary.
  • Provides highly complex staff assistance to the Human Resources Manager; prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.
  • Conducts a variety of organizational and operational studies, investigations, and special projects; recommends modifications to assigned programs, policies, and procedures, as appropriate.
  • Coordinates and integrates program services and activities with other agencies and County departments.
  • Participates in the development and implementation of procedures to ensure compliance with applicable federal and state laws and regulations.
  • Attends to a variety of office administrative details, such as keeping informed of departmental activities, transmitting information, processing contracts and agreements, attending meetings, and serving on various task forces and committees.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor's degree from an accredited college or university with major coursework in human resources management, business or public administration, employee relations, industrial psychology, or a related field and two (2) years of professional human resources experience equivalent to a Human Resources Analyst II with the County of Madera.

Licenses and Certifications:
  • Possession of, or ability to obtain by the time of appointment, an appropriate California driver's license.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various County and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.? Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.? Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.

ENVIRONMENTAL CONDITIONS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Only qualified applicants who pass the minimum qualifications review, will be invited to the examination process which may be administered by a written examination, oral interview, or any combination of qualifications appraisal determined by the Department of Human Resources to be appropriate. Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for one or more of the assessments listed below. Of those passing the initial assessment, only the top 15 will move forward to the appraisal panel. Passing score is 70% out of 100% on each assessment section. If only one assessment is conducted, the weight for that assessment will be 100%.

PLACEMENT ON THE ELIGIBLE LIST:
The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.

Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.

PRE-EMPLOYMENT MEDICAL REQUIREMENTS:
As a condition of employment with the County of Madera, a candidate must submit to a Tuberculosis (TB) screening, and related follow up testing as necessary. Designated classifications* are also subject to a medical examination, which includes a review of medical history. TB screenings and medical exams are administered by the Madera County Public Health Department and/or health care professional designated by the County.
