Job Description

NSF is seeking an experienced IT Senior Manager with specialized expertise in Oracle Human Capital Management (HCM) and Oracle E-Business Suite (EBS). The ideal candidate will lead a team of IT professionals, manage the implementation, maintenance, and optimization of our Oracle systems, and ensure they align with our business objectives and strategies.

Responsibilities

Development and Customization:
  • Design, develop, and implement custom applications and extensions within Oracle Fusion HCM and Oracle EBS Finance
  • Create and modify Oracle reports, interfaces, conversions, and enhancements (RICE)
  • Develop and maintain complex PL/SQL procedures, functions, and packages

System Integration:
  • Integrate Oracle Fusion HCM and EBS Finance with other internal and external systems
  • Ensure seamless data flow and interoperability between different systems
  • Utilize Oracle Integration Cloud (OIC) or similar tools for integration purposes

System Maintenance and Support:
  • Provide ongoing support and maintenance for Oracle Fusion HCM and EBS Finance applications
  • Troubleshoot and resolve technical issues, ensuring minimal disruption to business operations
  • Apply patches and updates to keep the systems current and secure

Performance Optimization:
  • Analyze system performance and implement improvements to enhance efficiency and reliability
  • Conduct regular system health checks and tune applications for optimal performance
  • Ensure data integrity and accuracy across all Oracle applications

Collaboration and Consultation:
  • Work closely with business analysts, functional teams, and end-users to gather requirements and provide technical solutions
  • Participate in cross-functional project teams to implement new features and enhancements
  • Provide technical guidance and mentorship to junior developers and team members

Documentation and Compliance:
  • Develop and maintain technical documentation, including design specifications, test plans, and user manuals

Leadership and Management:
  • Lead and mentor a team of IT professionals, providing guidance, training, and development opportunities
  • Collaborate with senior leadership to define IT strategy and align it with organizational goals
  • Develop and manage project plans, budgets, and resources for Oracle HCM and EBS initiatives
  • Ensure effective communication within the IT team and across departments

Business Process Improvement:
  • Work with stakeholders to streamline operations and enhance system utilization
  • Develop and implement best practices for system use and administration
  • Identify opportunities for process improvements and automation within Oracle HCM and EBS

Support and Troubleshooting:
  • Provide high-level support for Oracle HCM and EBS, resolving complex issues and minimizing downtime
  • Ensure a robust incident management process is in place and followed
  • Liaise with Oracle support and other vendors as necessary to resolve issues and implement solutions

Compliance and Security:
  • Ensure all Oracle HCM and EBS activities comply with organizational policies, standards, and regulations
  • Implement and monitor security protocols to protect sensitive data and ensure data integrity
  • Conduct regular audits and assessments to identify and mitigate risks

Qualifications

  • Bachelor's Degree in Information Technology, Computer Science, Business Administration, or a related field. Master's degree preferred
  • Minimum of 8-10 years of IT experience, with at least 5 years in a management role
  • Extensive experience with Oracle HCM and Oracle E-Business Suite (EBS) modules
  • Sound Technical knowledge of R12 Financials preferably modules (Primary - AP, AR, and GL) (Secondary- PO, FA and CM, Core HRMS, Self Service Modules, Oracle Timecard Labor - OTL)
  • Experience in developing new/extending OAF (Oracle Application Framework) pages
  • Experience with design, development, unit testing, and deployment of FRICEW (Forms, Reports, Interfaces, Customizations, Extensions, and Workflows) objects in EBS using Oracle tools including Toad, PL/SQL, SQL, Developer Suite, Workflow Builder, Report Builder
  • Experience in developing Inbound & Outbound Interface in Oracle EBS with other custom applications
