JOB SUMMARY

Reporting to the Director of Engineering, you will be performing the strategic operational functions of the section for the following units:
  • Development Engineering
  • Environmental Engineering
  • Municipal Inspections

You will be responsible for the overall technical and financial requirements of the section that will also include the oversight of staff to ensure the appropriate engineering review and approval of the municipal infrastructure requirements for planning and building applications.

KEY DUTIES AND RESPONSIBILITIES
  • Provide overall management of development & environmental engineering review as well as the municipal inspection functions of the Engineering Department.
  • Provide oversight and appropriate allocation of staff to ensure effective review and management of development and building applications as well as any necessary development related matters.
  • Provide the necessary strategic planning direction and leadership to managers and staff within the section.
  • Direct and manage work programs and special projects through the appropriate delegation of authority and responsibility to direct reports.
  • Develop and implement management systems and process improvements to improve the effectiveness and efficiency of the program delivery and maintain a culture of continuous improvement within the Engineering Department.
  • Coordinate and consult with senior staff in other departments on improving the workflow processes.
  • Lead all long range planning matters related to developing engineering policies, programs and studies in support of the Official Plan and Secondary Plans.
  • Participate as expert witness in Ontario Municipal Board hearings and other tribunals for development related engineering matters.
  • Oversee and lead negotiations with developers, consultants and external agencies on the development of agreements and the corresponding terms and conditions.
  • Provide input into the need for and preparation of studies, plans, policies and regulations to continually enhance the City's policy and regulatory framework for planning approvals and growth management.
  • Participate as a member of the Department's Senior Management Team.
  • Provide input into the Department's Business Plan and develop, recommend and administer the annual budget for the section.
  • Develop, monitor and ensure regular reporting on key performance indicators and assigned performance targets related to the review and management of development applications and municipal inspections.
  • Provide the necessary oversight of all assigned staff to ensure that performance expectations, objectives and goals are being met. Coach and develop capabilities of staff to cultivate a high performing team.
  • Provide professional engineering advice on development related matters to internal and external customers.
  • Represent the Department, Commission and City on engineering matters related to development applications at Public information meetings, Committees, Council, Cross Commission Projects and Task Forces to ensure the City's strategic priorities are observed and achieved.
  • Assist Director of Engineering in representing the interests of the Department.
  • You will also be a member representing the City's interests at the Developers Association Meetings.
  • Other duties as assigned.

QUALIFICATIONS AND REQUIREMENTS
  • Registered with the Professional Engineers of Ontario with at least 10 years of professional experience in the civil/municipal engineering field.
  • Considerable experience using civil engineering principles in municipal servicing infrastructure for land development and/or water resources.
  • Progressive management experience in the public sector with the proven ability to work with Council, general public, developers, different levels of government and different industry stakeholders.
  • At least 7 years of management level experience within a municipal government is required.
  • Demonstrated political acumen in a municipal government environment.
  • Excellent understanding of the role and challenges of other disciples in the development industry.
  • Strong working knowledge of the development review process and understanding of all applicable legislation, regulations and guidelines.
  • Well-developed people management skills and interpersonal, human relations, communication, negotiation, conflict resolution, project management, analytical and problem solving skills.
  • Strong understanding of the report writing process in order to produce high level reports to the various City Committee's and Council.
  • Experience with financial reporting processes, including budget preparation and control, expenditure forecasting, preparation and interpretation of financial reports, and reporting on key performance indicators.
  • Demonstrated leadership and managerial skills.
  • Ability to work and interact in a multi-disciplinary environment with different agenda and competing priorities.
  • Experience in managing, attracting, leading and motivating a diverse team of professional and technical staff.
  • Ability to work under pressure, multi-task and deliver high quality work with short turnaround time.
  • Valid Ontario Class G Driver's Licence. As a condition of employment, you will be required to provide a satisfactory driver's abstract.
