Provides the leadership and integration point for Human Resources (HR) governance. Develops and leads a robust risk management program for HR, including in respect of Operational Non-Financial Risk.
- Leads the risk management program for HR as a First Line and provides independent oversight of risk management and governance activities, programs and processes, internally.
- Performs independent assessments of HR's risk profile; provides assurance that HR's risks are managed in a prudent manner, including through interpreting risk metrics and qualitative factors such as trends and emerging risks.
- Leads the interpretation of new or changing regulatory and governance requirements and assesses impacts to the program as a subject matter expert.
- Advises on and/or performs various activities including but not limited to reporting, control library creation and maintenance, risk assessments, governance document lifecycle management, SOX attestation program, business continuity planning, development of Key Risk Indicators, development and delivery of training, development and evolution of governance processes and related procedures.
- Leads or supports audits of Corporate HR including provision of training, tracking and monitoring of deliverables and deficiencies, and testing of completed action plans.
- Develops risk solutions and makes recommendations based on an expert understanding of risk management and stakeholder needs.
- Leads change management programs of varying scope and type, including readiness assessments, planning, stakeholder management, execution, evaluation and sustainment of initiatives.
- Makes recommendations to senior leaders on strategy and new initiatives, based on an in-depth understanding of the business/group and as a trusted advisor.
- Applies expertise and thinks creatively to address unique or ambiguous situations and to find solutions to problems that can be complex and non-routine.
- Influences and negotiates to achieve business/group objectives.
- Conducts independent analysis and assessment to resolve strategic issues.
- Collaborates across BMO to develop communications strategies and ensure consistency of messaging, in order to positively influence or change behaviour.
- Operates at a group/enterprise-wide level and serves as a specialist resource to senior leaders and stakeholders.
- Maintains awareness of risk management best practices, processes and industry trends.
- May network with industry contacts to gain competitive insights and best practices.
- May conduct internal and external benchmarking, assessing BMO effectiveness while ensuring appropriate opportunities for improvement are realized.
- Other work or accountabilities may be assigned as needed.
Qualifications:
- Typically 7+ years of relevant experience and/or certification in related field of study or an equivalent combination of education and experience.
- Seasoned professional with a combination of education, experience and industry knowledge.
