This position provides leadership in the organization or functional area and is primarily engaged in
management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
Scope
Experienced and well-rounded Quality Professional with the organizational, analytical, and communication skills necessary to ensure success through effective QA program development, management, implementation, and improvement during procurement, fabrication, manufacturing, construction, and operations activities.
Principal Job Duties & Responsibilities
Implement and supervise Engineering Procurement and Construction Quality (i.e., adherence to client, regulatory agency, and company requirements), perform administrative functions (i.e., budgeting, forecasting, staffing, and help to maintain harmonious client relations
Identify and implement short and long-term program improvements and facilitation of personnel in the implementation of requirements through assistance in controlled document generation, record completion, and evaluation of both.
Communicate effectively with all labor grades, and contribute ideas that stimulate positive
direction of business line personnel
Serve as Project Quality Manager on medium to large projects, if necessary
Serve as the Deputy Quality Director, as necessary
Maintain relationships with Key Client and subcontractor Quality representatives
Leverage internal and external resources to implement policies and procedures consistently
across all business lines, functions, and locations
Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and
recommend appropriate course of action
Organize and prioritize a variety of complex projects and multiple tasks in an effective and
timely manner, set priorities, and meet critical time deadlines
Maintain compliance with all applicable Codes of Federal Regulations, Department of Energy Orders, Standards, Policies, and Project Specific Codes and standards
Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
Provide mentorship to managers, peers, and engineers/researchers in SQA requirements.
May need to travel to attend to business related matters
Meet expectations on attendance and punctuality

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications
Ability to collaborate with Corporate Quality and Continuous Performance Improvement
(Q&CPI) teams and support internal and external Fluor efforts to drive the desired results of the
initiative as well as ability to status and communicate progress of the activity.
Ability to effectively/positively/proactively communicate Q&CPI direction and approach in support of the effort
Ability to facilitate and support the Corporate Quality team in their efforts
Ability to collaborate with Operating Executives, Office, Project and Site Managers to affect change

Must be able to provide proof of US citizenship
Familiarity with Software Quality Assurance Requirements
Currently certified ASME NQA-1 Lead Auditor or past experience to support certification/qualification within 1 year
General knowledge of 10CFR830 and DOE O 414.1D
Implement Quality and Continuous Performance Improvement (CPI) processes, tools, and
training
Lead, develop, assign, and support the Quality and Contractor Assurance System (CAS) professionals
Implement the integrated Quality process of the full project delivery chain that is fit for
purpose, consistent, and meet Clients', Fluor's, and regulatory requirements
Drive execution excellence through Quality CPI by:
Advise on improvements in the processes to execute projects
Drive consistent application of project execution processes
Support Quality input for proposals
Manage all Quality and CAS staff and create a high performance culture
Set and enforce quality standard & expectations for projects

Implement audit and surveillance activities
