I. Job Summary
Assists in managing WM's $9 billion financial assurance program, which consists of surety bonds, letters of credit, corporate guarantees, insurance policies, bank guarantees, and escrow/trust agreements. Manages and performs advanced analyses and assists in high level recommendations on a variety of treasury and financial assurance activities including cash and investment management; financial assurance portfolio structure and cost; managing the Company's captive insurance subsidiaries and financing activities such as bond transactions, share repurchases, and leasing. This position will actively participate in special ad hoc and cross-functional projects and collaborate with both internal customers and external service providers in order to carry out a broad scope of responsibilities within the Treasury and Risk Management department.

- Actively manages and reviews the incoming financial assurance requests to ensure that customers' needs are met on a timely and effective basis. Requires a working understanding of the various financial instruments that are customarily used as well as an understanding of the credit ratings and bond limits of the company's surety providers. Regularly direct placement of new instruments amongst various banks and surety companies with a focus on risk mitigation and relationship management. Must be prepared for a fast-paced environment with significant focus on providing excellent customer service to the Company's business units.
- Is a key point of contact with third parties used to support WM's financial assurance needs, including surety brokers, banks, surety companies and insurers. Must maintain positive working relationships with each counterparty, providing professional and timely feedback in all interactions.
- Ensures that WM has adequate credit capacity and flexibility in secured financial assurance mechanisms to support changes in regulations and business needs. When required, support the arrangement and administration of lines of credit with appropriate banks and other financial services organizations to support liquidity and financial assurance needs.
- Responsible for monitoring and assessing the cost of the financial assurance portfolio, which includes reviewing the summary analyses of costs and accounting reports to ensure expense recognition is appropriate.
- Assist in the evaluation of the company's financing activities, including lease versus buy analysis, bond financings and bank facilities.
- Manage, coordinate and collaborate with a cross functional team on the review, execution, recording, and reporting of leases.
- Review debt instrument information and wire payments within treasury management system.
- Participates in meetings with external providers to discuss current state of the WM programs as well as new product or offerings.
- Review month and quarter-end reports, reconciliations and PBC schedules to support Accounting/Audit reporting requirements.
- Assist in the planning and execution of the Company's share repurchase strategies.
- Manage daily operations of captive insurance companies and lead the review of monthly, quarterly, and annual financial activity. Participate in monitoring and managing of the captive investments portfolio.
- Use professional judgment and accounting/finance experience to assess the company's overall financial position (computation of key financial ratios, benchmarking and stress testing), which will contribute to the compilation of financial presentations to management, the Board of Directors, senior management or the credit rating agencies as well as quarterly compliance reporting.
- Cross-train with all functional Treasury groups and provide analytical support to the Treasury and Risk Management department on ad hoc/special projects.

A. Education and Experience
- Education: Bachelor's degree (accredited) in Accounting, Finance, Business Administration or similar area of study, or in lieu of degree, High School Diploma or G.E.D. (accredited) and 4 years of relevant work experience.
- Master's degree in Accounting, Finance or Business Administration highly preferred.
- Experience: Ten years of relevant work experience (in addition to education requirement).

- Must be authorized to work in the US.
- Must be local to the Houston area; no relocations for this role.
