General Description

This is administrative and technical work involving planning, organization, direction, coordination and supervision of all network operations of the Information Technology Services. Work is performed under the general direction and supervision of the Director of Information Technology Services. The nature of the work requires that the employee establish and maintain close cooperative working relationships with supervisory staff in all City departments and divisions. Supervision may be exercised over work of Information Technology Help Desk. The responsibility of this position also requires being on-call after business hours.
Essential Job Functions

  • Planning, organizing, supervising and coordinating the operations and activities of the Information Technology networking systems including but not limited to data, voice and video.
  • Works with the Director of Information Technology Services to develop goals, plans and metrics for the identification and operations of the city's networking systems.
  • Evaluates and makes recommendations on the cost, timing and other key issues involved in maintaining, expanding and/or upgrading the City's servers and network.
  • Builds and maintains virtual and physical servers, active backups and storage area network.
  • sense of urgency in support of all customers.
  • Understanding business requirements for technical needs and prioritizing work and to develop solutions.
  • Maintains the integrity and connectivity of all Information Technology systems.
  • Devise, implement and test worst case disaster recovery options for various parts of the Information Technology Systems.
  • Sets up logging, implements monitoring, and maintains servers to facilitate maximum uptime.
  • Provide network security, incident response, firewall and VPN management and administration.
  • Recommends and maintains hardware and software requirements for all PC and networking equipment used on the city network according to best practices. Works with the Information Technology personnel and user departments to ensure compatibility between the systems.
  • Provide technical support to employees and resolve any security issues related to the organization's network systems.
  • Work with vendor technicians to resolve technical issues in a timely manner.
  • Perform regular security monitoring to identify any possible intrusions and develop and implement system's security procedures for the network to prevent intrusion.
  • Monitor network usage, anticipate problems and suggest solutions proactively.
  • Respond in a timely manner to support calls during and after business hours by phone or emails as needed.
  • Optimize system availability while reducing user disruption during downtime.
  • Performs all Microsoft Active Directory management including syncing with third party software applications.
  • Maintains detailed records and prepares communications as needed.
  • Responsibilities include network engineering and network administration.
  • Performs work of, Database Administrator, Network Administrator, Help Desk Support and other technical Information Technology personnel as needed.
  • Attends meetings, conferences, workshops and seminars as requested and authorized.
  • Performs related work as required.


Skills/Knowledges/Abilities

  • Remain current on emerging technologies including computer systems, networking, programming, client/server architecture, and host-based architecture.
  • Comprehensive knowledge of network topology, operating systems, and network protocols.
  • Experience building and maintaining fiber optic networks.
  • General understanding of VoIP equipment and operation.
  • Knowledgeable in databases, SQL, principles and techniques of computer programming.
  • Ability to quickly learn new or unfamiliar technologies and products, independently using documentation and online resources.
  • Skill in troubleshooting and repair of computer hardware systems and peripheral equipment.
  • Skill in listening and understanding the technical program needs of other City employees and supervisory personnel.
  • Skill in leadership, motivation, coordination, supervision and evaluation of the work of others.
  • Skill in interpersonal communications and persuasion.
  • Ability to communicate well with others orally and in writing, using technical and non-technical language.
  • Ability to create and present proposals and presentations to audiences of technical and non-technical people.
  • Ability to plan, organize, prioritize, motivate and evaluate the work of others.
  • Ability to teach and encourage others to learn new practices and procedures to accomplish work objectives.

Training/Education/Qualifications

Minimum Qualifications
  • At least seven (7) years of experience as a Systems Administrator or Network Engineer, including but not limited to LAN, WAN networking, Client/Server networking, virtualization, remote access networking hardware such as Bridges, Gateway, Hubs, Routers, Ethernet Switches, repeaters and cabling.

Health Insurance
The city offers medical, dental, and vision plans. The medical plan is a high deductible health plan (HDHP) with a health savings account (HSA).If you're hired on or before the 15th of a month, your healthcare begins on the first of the next month. When you're hired after the 15th of a month, your health coverage will start on the first of the second month following.

Holidays
For many employee groups, the City provides 17 days (136 hours/year) of paid holiday leave. These include: New Year's Day, Martin Luther King Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and the Friday after, Christmas Eve Day, Christmas Day and New Year's Eve.

Life Insurance
After six months of employment, employees are eligible for $10,000 coverage under our group life insurance policy. Additional coverage up to the employee's annual salary ($40,000 maximum) may be purchased. Upon retirement this coverage will be reduced to $4,000. The premiums will be paid by the City.

Voluntary Supplemental Benefits
Life insurance (term and whole life), critical illness/cancer, accident, short / long term disability insurance

Deferred Compensation Plan
This plan allows employees to build a financial reserve for retirement by using pre-tax, payroll deducted contributions. This money is held and invested by the plan's trustees in options selected by the employee. Risk levels vary depending on the options chosen. Participation is voluntary.

Retirement Plans
The Ohio Public Employees Retirement System (OPERS) and the Police and Fire Disability and Pension Fund (PFDPF) are the two plans available to City employees. Both are established by Ohio law and participation is required. Both the employee and the City of Hamilton contribute a percentage (pre-tax) into the system. Members do not pay into the Federal Social Security System. Employees and the City also contribute to Medicare.
