TheAFW Planet team provides a wide range of financial, knowledge and conveningservices to help address West Africa countries' most complex developmentissues. The Planet group covers four key Global Practices (GPs) -Agriculture and Food; Environment; Social; and Water. AFW Planet'spresence in the various Country Partnership Frameworks is typically throughpillars for inclusion, resilience, and sustainability, emphasizing GPsub-sector themes and cross cutting themes, including but not limited to ruraland subnational development, climate change mitigation and adaptation, women'sempowerment, and institutional transformation. Our annual delivery of IDAcredits and grants and IBRD loans has averaged about US$2 billion a year overthe past five years, and leverages a wide range of multilateral andbilateral trust funds that co-finance these investments as well as supportsupplemental stand-alone projects. administered by AFW Planet.
Ourknowledge program is extensive, including a substantial focus on waterresources management, agriculture and rural development, SMEs and sharedgrowth, inclusive services, land and water management, climate changeresilience, as well as other areas, provided through a mix of AAA andReimbursable Advisory Services. TheSAWDR Front Office comprises a small and dynamic core team supporting allaspects of the Regional Practice Director's responsibilities - ranging fromoperational advisory support and coordination to liaising with SeniorManagement to work with development partners supporting key programs in theregion.
Dutiesand Accountabilities:
Basedin Washington, D.C., the Senior Operations Officer will be expected to supportthe programs across the four GPs in the department. The incumbent will have thefollowing principal duties and accountabilities:
OverallResponsibilities:
TheSenior Operations Officer will be expected to provide operationalsupport/guidance and quality assurance on cross-cutting dimensions to taskteams and the SAWDR Regional Practice Director. The SeniorOperations Officer will also support the Practice Managers (PMs) andProgram Leaders (PLs) to help track overall project preparation and pipelinemanagement, as well as providing implementation support.
Specificduties include:
*Maintain up-to-date information on the Planet pipeline, portfolio, and ASAprogram for all AFW countries in close collaboration with the RVPs office,CMUs, and Practice Units.
*Provide strategic operational support and policy guidance to Planet operationalstaff in connection with the preparation, appraisal, implementation, andevaluation of operational products.
*Advise Regional management and staff on complex operational issues, includingstrategic, technical, and institutional aspects and facilitate resolution ofcross-GP problems.
*Support risk management and resolution of implementation issues, incollaboration with the PMs, PLs, and CMUs.
*Provide advice to PMs, PLs and GP staff on operational policies, instruments,and procedures.
*Lead portfolio reviews and flag implementation problems for attention by Bankmanagement and work with PMs and task teams to resolve key issues.
*Lead the response to Bank Management and Corporate Requests for preparation ofnotes, briefings, and other communication products for Management - workingdirectly with Planet and GPs front offices to coordinate input and solveproblems that may arise.
*Support the RPD in overall management of the Front office.
*Respond to ad-hoc information and guidance requests from internal and externalstakeholders at the operational level.
*Undertake additional duties and tasks as specified the Regional PracticeDirector. Provide back up to team members in the Front Office.
Selection Criteria
* Advanceddegree (Minimum Masters.) in a relevant discipline and at least 8 years ofrelevant operational experience.
*At least 8 years of work experience in operations, quality support, portfoliomonitoring and trust funds administration and management; donor fundedprograms, project implementation experience is a plus.
*Ability to solve complex operational problems, and willingness to reach out toothers to help find practical solutions to challenging operational issues.
*Excellent interpersonal skills including an ability to work and direct otherteam members and lead a team in trust fund management.
*Experience across GP and/or Regional side of the matrix to understand thedifferent needs and operational practices of different internal clients.
*Excellent oral and written communications skills in English, including theexcellent ability to write reports and briefing notes, and with demonstratedability to think strategically and synthesize complex issues. French languageskills will be an added value.
*High degree of initiative, flexibility and ability to work independentlywith good track record of being a team player.
*Effective interpersonal and communication skills with the capacity to interactin a multi-cultural environment.
