The Strategy Department of the King County Library System is seeking a Senior Organizational Project Manager to lead complex, high-impact initiatives that drive long-term organizational excellence and strategic transformation.

In this position, you'll have the opportunity to:

The Strategy Department is a dynamic and collaborative group that is responsible for leading strategic development and implementation, and assuring successful organizational performance so that the King County Library System (KCLS) delivers quality services, makes informed and transparent decisions, and achieves its goals.

Essential Duties

  • Manages complex projects through full project cycle according to best practices. Develops project plans, timelines, budget, and deliverables. Leads multi-disciplinary and cross-departmental project teams.
  • Coordinates the delivery of project management services by the Strategy team in alignment with KCLS priorities. Creates and manages systems for portfolio and project management. Maintains knowledge of all projects in Strategy portfolio to enable quick response.
  • Identifies, gathers, and prepares project-related data from internal and external sources for quantitative and qualitative analysis.
  • Performs analysis, interprets findings, identifies alternatives, and makes strategic recommendations through reports, visualizations, and presentations.
  • Assesses for potential project risks and implements mitigation strategies. Provides regular updates to leadership and key stakeholders on project progress and roadblocks.
  • Provides expertise in methodologies and tools for evaluation of programs, processes, outcomes, customer satisfaction, and other aspects of performance and project success.
  • Consults with and leads senior leaders, project teams, and stakeholders in process mapping/ improvement, project organization, project/task management software, crafting evaluation plans, metrics identification, and determination of methods and instruments.
  • As part of Strategy team, coordinates development and implementation of policies, procedures, and processes related to the capture, management, analysis, and reporting of organization-wide project management.
  • Engages in change management and communication practices that support successful project implementation and facilitates adoption of new initiatives. Follows projects through evaluation of benefits realization.
  • Develops strategies to manage large-scale risks, drive change adoption, and enhance organizational resilience. Provides organizational subject matter expertise and training facilitation in adopted change management methodologies.
  • Supports development of related knowledge and skills among KCLS staff by recommending or providing resources, training, guidelines, or other tools. Develops and maintains organizational standards for project management and change management methodologies and practices.
  • Prepares requests for information, qualifications and/or proposals. Evaluates proposals, negotiates vendor contracts, and oversees and manages contracted services for assigned program areas ensuring that vendors and consultants meet contract requirements. Participates in vendor and product review and selection processes for own and other projects.
Secondary Duties
  • Provides back-up to manage projects in flight, as necessary.
  • Participates in departmental and organizational budget development, as needed.
  • Attends and actively participates on various internal and external committees.
  • Keeps informed of changing trends and emerging initiatives within area of assigned responsibility.

    Education and Experience

    • Bachelor's degree from an accredited college or university in public administration, business administration or related field.
    • Seven years of experience in project and/or program management of increasing complexity.
    • Experience in library or other public sector environments preferred.
    • Any equivalent combination of education and experience that provides the necessary qualifications to successfully perform the duties of the position will be considered.

    Physical Demands & Work Environment

    Physical Demands
    While performing the duties of this job, the employee will:

    • Constantly sit throughout work shift and up to frequently will stand and walk.
    • Frequently reach out at chest level with hands and arms and occasionally reach up or down.
    • Constantly use hands in conjunction with frequent finger use. Keyboarding may be repetitive up to occasional.
    • Occasionally rotate neck to use multiple monitors.
    • Change tasks depending upon the shift.
    • Require extensive close work, including use of a computer monitor.

    Work Environment
    Work is performed in a typical office environment. Work schedule may include occasional early morning, evening, and/or weekend meetings or commitments. Some travel within the service area is required. Incumbent may be permitted hybrid telework schedule upon request.

    All the employees working 20 hours per week or more qualify for the group term life and AD& D insurance benefits equal to one times their annual salary. Employees working 40 hours per week receive long-term disability insurance.
