Position Location: Onsite daily in Atlanta, GA area

JOB SUMMARY

The Senior Owner's Representative is responsible for all aspects of a construction project on the behalf of an owner or developer. The role may assist with the permitting process, evaluating bid proposals, developing a construction master plans and schedules, performing site inspections, facilitating communication and ensures compliance with owner's requirements, applicable laws, and specifications.

The Senior Owner's Representative is responsible for managing projects in the Mission Critical sector. This position will act as the owner's liaison with multiple general contractors, design teams, engineers, site staff and transition groups from project initiation to project completion.

The Senior Owner's Representative will be self-directed on day-to-day work and receive high level instruction on new projects, tasks or assignments. Will execute and lead teams and projects, tasks, or assignments of complex scope. May coordinate activities of other personnel.

The Senior Owner's Representative will communicate and operate in line with organizational and client goals and values, as well as departmental objectives.

ESSENTIAL FUNCTIONS

MANAGE ALL ELEMENTS OF THE PROJECT LIFECYCLE

GC/CM Award Phase

  • Review project scope in GC/CM proposals
  • Identify / assist in resolution of potential gaps related to design omissions that would hinder successful project completion


GC/CM Construction Phase

  • Monitor and track GC/CM deliverables. Identify schedule delivery problems and resolve.
  • Review project design documents for constructability issues and communicate the problems to design team. Coordinate resolution of construction issues.
  • Document design issues and track resolution.
  • Assist with scope review between GC/CM and owner to identify all deliverables, including interface with site utility providers, and installation of Owner Furnished Contractor Installed (OFCI) equipment.
  • Coordinate project closeout at substantial completion, and turnover for Certificate Of Occupancy.
  • Monitor the processing of RFIs, Submittals, and other deliverable to eliminate schedule delays. Manage resolution of problems when necessary.
  • Provide construction oversight through the entire project lifecycle and identify field conflicts. Document issues and risks to owner. Assist in conflict resolution with GC/CM.
  • Constantly monitor construction progress, and identify risks to schedule, budget, and quality. Coordinate plan of action to mitigate these known project risks.
  • Attend all relevant GC/CM construction project meetings. Review meeting minutes to ensure proper communication of challenges and construction status.
  • Provide daily and weekly project status reports to capture onsite activity including photos. Communicate challenges and risks as appropriate. Identify milestones and provide regular progress updates to meet the target dates.
  • Monitor construction processes and contribute value engineering comments and options to GC/CM.
  • On a daily basis, monitor construction quality for any deficiencies. Identify and coordinate resolution with GC/CM representatives.
  • Attend weekly QC meetings with project GC/CM stakeholders to confirm all phases of construction are executed to best industry practices. Identify any quality problem areas and ensure the GC/CM takes proper action to resolve QC concerns.
  • Provide construction schedule review and analysis. Actively participate in GC/CM schedule development to optimize resources. Provide feedback to GC/CM to include suggested revisions for consideration, to improve the schedule.
  • Assist in developing RFPs, evaluate and negotiate bids, identify and interview qualified contractors, and provide recommendations on contract award
  • Ensure timely and effective management and delivery of projects
  • Assist with pre-construction elements including RFIs, schedules and submittals
  • Coordinate and participate in commissioning activities and project close out


Project Administration

  • Provide daily digital reporting via narrative and photographic documentation
  • Assist in project contract administration
  • Manage personal and project hours using company tools


Project Communication

  • Primary contact for offsite owner and build effective, long-term client relationships
  • Ensure client satisfaction through active communication
  • Recommend work direction for internal and external project teams


Project Quality Control

  • Lead the project team to ensure the design, construction and implementation of projects are completed in a quality manner within the predetermined budgets, in association with a General Contractor
  • Identify potential project risks and develop / implement strategies to minimize impact and control deviations from estimated costs and project deadlines
  • Monitor and review cost schedules / schedules of value for client progress billing
  • Monitor and review change order and pay application process, with input as needed to maintain budget


COMPLETION OF ASSIGNED TASKS AND DELIVERABLES ON TIME AND ON BUDGET

Requirements

POSITION REQUIREMENTS (ADVANCED LEVEL FOR ALL THE FOLLOWING)

  • Knowledge of industry trends, project management and construction procedures and best practices
  • Knowledge of materials, methods, and the tools involved in the construction of mission critical, commercial buildings, or other structures
  • Knowledge of the importance of the Method of Procedure (MOP) Process, work notifications, and protection of IT network and other equipment during construction
  • Knowledge of mission critical DC (Direct Current) and AC power systems
  • Knowledge of telecom or data center construction project management practices
  • Skilled at resource and budget management for projects more than $1M
  • Skilled at using MS Office Suite (Excel, Word, Outlook, PowerPoint, Teams), along with exceptional organizational skills for file management
  • Skilled at using construction management software such as Procore
  • Skilled in completing assignments accurately and with attention to detail
  • Ability to be on site a minimum of M-F during project duration and work non-traditional hours at times
  • Ability to follow company and site safety requirements
  • Ability to analyze and prepare documents, reports, and correspondence
  • Ability to communicate in both oral and written form (technical and non-technical information) proactively and effectively
  • Ability to effectively communicate directly with clients and at times serve as primary point of client contact
  • Ability to work independently and collaboratively with onsite and remote team members
  • Ability to analyze complex information and develop plans to address identified issues
  • Ability to self-manage, with strong initiative, strong leadership, and critical thinking skills
  • Ability to work under pressure and meet close deadlines
  • Ability to effectively plan and delegate the work of others

TRAVEL / RELOCATION REQUIREMENTS

  • Daily travel to sites in the Atlanta, GA area
  • Flexibility to travel up to 50% to other locations at completion of Atlanta projects
  • Travel is defined as physically leaving home on behalf of business activities including but not limited to client sites, meetings with other employees, meeting for business development purposes, running errands on behalf of the business, attending industry conferences, etc.


EDUCATION / EXPERIENCE REQUIREMENTS

  • B.A. / B.S. degree in engineering, construction, or related discipline

OR

  • Two years of additional experience working as a project / construction manager in mission critical, power facilities or similar technical construction environment in lieu of degree

PLUS

  • Minimum of eight years of experience working in mission critical, power facilities or similar technical construction environment
  • Previous Owner's Representative experience
  • Coaching, mentoring or supervising others
  • PMP (Project Management Professional) or Construction Management Certification is a positive, but not required
