Digital Vice Presidency
The Digital Transformation Vertical Vice Presidency was established on July 1, 2024, and will guide World Bank Group efforts to establish the foundations of a digital economy, build and enhance digital and data infrastructure, ensure cybersecurity and data privacy for institutions, businesses, and citizens, and advance digital government services. Digital technologies, including AI and data, present a unique opportunity to accelerate development.
The Digital Transformation Vertical has the critical mission of delivering on this development promise. The Digital Vice Presidency and its global and regional teams support client countries in building the foundational and cross-cutting elements of digital transformation through two engagement pillars, six business lines, and multiple cross-cutting areas:
Digital Core: Building digital infrastructure through broadband network, affordable devices; Enhancing data infrastructure including data centers, cloud solutions and data governance; Enabling AI and cutting-edge technology applications; and Protecting institutions, businesses, and citizens through cybersecurity, data protection & privacy, trust services as well as online safety.
Digital Use: Supporting the Regions and the Verticals of People, Prosperity, Planet, and Infrastructure in the digitalization efforts of clients through Digital Government (digital public infrastructure, digital government services, and digital literacy and training), Digital Economy (national ICT planning, ICT industry and jobs, and smart infra and industry) and Digital Society (digital school, digital health, etc.).
Both pillars are the channels through which the Vertical will support World Bank achieving its objectives in cross-cutting areas like jobs and skills, climate and green, fragility, conflict and violence, and gender and inclusion.
Development Effectiveness Unit
The Development Effectiveness Unit plays an important role in advising the VP and Directors on all matters pertaining to strategic planning and management, program management including trust fund oversight, monitoring and evaluation, stakeholder engagement, knowledge management, collaboration with Regions and Verticals, and outreach to external partners. The Unit will support VPU's engagement on corporate priorities including Knowledge Compact, Operations Efficiency and Effectiveness, Corporate Scorecard and other initiatives aimed at achieving speed, scale and impact.
Job Duties and Responsibilities:
The Senior Partnership Specialist will report to the Manager of the Development Effectiveness Unit. Key responsibilities include:
Partnership Development: Identify, develop, and manage strategic partnerships with key stakeholders, including donors, private sector, civil society, and government agencies; and foster and maintain strong relationships with existing partners to ensure ongoing collaboration and support.
Strategic Planning and Implementation: Contribute to the development and implementation of the digital transformation strategy; and ensure alignment of partnership activities with the overall goals and objectives of the digital transformation vertical.
Relationship, Communication and Coordination: Facilitate effective communication and coordination among internal and external stakeholders in coordination with business units and ECR; organize and participate in meetings, workshops, and conferences to promote the digital transformation agenda; capture and disseminate best practices and lessons learned from partnership activities; maintain regular communication with partners to ensure their needs and expectations are met; address any issues or challenges that arise in the partnership and work towards mutually beneficial solutions.
Resource Mobilization: Support efforts to mobilize resources from various sources, including bilateral and multilateral donors, private sector, and philanthropic organizations; and facilitate the submission of funding proposals and coordinate with relevant business units and legal to negotiate funding agreements.
Program Management: oversee the implementation of partnership programs and initiatives, ensuring they are delivered on time, within scope, and within budget; and monitor and evaluate the impact of partnership activities and report on progress to stakeholders.
Capacity Building: Provide technical assistance and capacity building support to partners and stakeholders to enhance their ability to contribute to digital transformation efforts; collaborate with Senior Knowledge Management Specialist to develop and deliver training programs and workshops for partners; contribute to the development of knowledge products, including reports, case studies, and policy briefs.
Selection Criteria
Master's degree in communications, international development, or other related fields, with at least 8 years of relevant experience, or an equivalent combination of education and experience.
Excellent communication and relationship skills to engage across a spectrum of partners and stakeholders with good listening and writing skills.
Prior knowledge and understanding of World Bank's business model of lending, analytics, knowledge and convening.
Ability to work in a fast-paced environment with tight deadlines, while delivering high quality outputs.
Excellent written communication skills as demonstrated in a proven track record of effectively delivering technical information in a clear, easily understandable, and effective manner.
Driven, self-starter who can proactively solve problems constructively and effectively and with professionalism.
Strong attention-to-detail, creative problem-solving, and coordination/logistics skills.
Proven ability to function effectively as a team member of multi-disciplinary teams and resolve disagreements constructively.
Working proficiency in English is essential. Fluency in other languages would be an advantage
Integration and Collaboration Skills: Integrating divergent viewpoints of multiple external and internal stakeholders into a coherent project/program/strategy.
Internal and External Client Engagement: An ability to independently coordinate and engage with stakeholders from various parts of WBG, including IFC and MIGA, during the course of assisting team with operational design and implementation.
Bank Instruments, Policies, and Procedures, and Ability to Proactively Apply Them: Knowledge and understanding of Bank lending and non-lending products.
