ABOUT THE JOB:
The Department of Transportation is seeking a Senior Planning Specialist for its Division of Transportation Engineering (DTE) . This is an exciting opportunity to help shape the future of multimodal travel in the County. The Senior Planning Specialist will be responsible for the planning and design of transportation infrastructure projects, with a focus on transit facilities and services. The position will be based in Rockville.
DTE is responsible for planning, engineering, and constructing Montgomery County's infrastructure. DTE is currently engaged in growing and improving Montgomery County's Bus Rapid Transit (BRT) network. The County opened its first BRT line on US 29, known as Flash, in 2020. Planning, design, and implementation of additional corridors are underway, and this position would be responsible for managing some of these projects and supporting others. Other County priorities include improving and expanding the County's bicycle and pedestrian network, addressing safety in support of the County's Vision Zero initiative and other transportation facilities.

We are seeking candidates who are familiar with transportation planning best practice guidelines and industry policy guidelines. The employee must be organized, detail-oriented, and resourceful in developing methods for accomplishing planning objectives. Some studies will be complex and include sensitive community concerns and the successful candidate will be creative in navigating competing interests and collaborative in developing innovative and context-sensitive solutions that are supported by the public and other stakeholders involved in the planning process.
ADDITIONAL INFORMATION:
This position requires the ability to attend meetings or perform work at locations outside the office.
Field investigation of existing site conditions is required however the work is primarily sedentary and performed in the office environment.
This position REQUIRES the possession of a valid driver's license and the ability to attend meetings and perform work at locations outside the office, including locations throughout Montgomery County and other places in the Washington Metropolitan region. These locations may not be accessible by public transportation.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications
Experience: Thorough (Five (5) years) experience in a planning specialization appropriate to the assignment of the position such as Transportation Planning, Geographic Information Systems, Urban Planning, or other related field.
Education: Graduation from an accredited college or university with a bachelor's degree in an appropriate planning specialization of related field .
Equivalency: An equivalent combination of education and experience may be substituted.

There are NO Preferred Criteria Assessments . All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. - Support the planning and design team by leading multi-modal transportation projects through the planning and design stages with a focus on bus rapid transit and transit support facilities.
- Conduct and/or participate in a variety of multi-modal planning efforts such as site plan and traffic analysis review, data collection, coordination of project plans and documents including permits, ADA compliant design issues, and tracking project status and coordinating consultant teams and internal project teams.
- Take a lead role on communicating project highlights and milestones both internally and externally to the broader community and outside agencies, this includes creating maps, infographics, memorandum of understanding (MOU), project summaries, PowerPoint presentations, conceptual visualizations press releases, and social media content.

- You are familiar with mapping and/or design software. This may include but is not limited to, ArcGIS or CAD.

- Experience managing multimodal transportation planning studies.
- Managing a multidisciplinary planning and design team, as well as consultants, to deliver transit and transportation capital projects.
- Planning, designing, or implementing transportation, transit, pedestrian, bikeway, or wayfinding projects from concept, design, and/or implementation. Demonstrated experience in planning, design, and implementation of transit or BRT projects is a plus.
- Knowledgeable about the connections between transportation and land use planning.
- Communicating effectively both orally and in writing, including the presentation of complex and/or technical information to high level officials and the public.
- Coordinating with Federal, State, and local agencies to deliver complex transportation capital projects.
- Familiarity and experience applying for grant funding, specifically Federal grant programs.
- Experience conducting environmental reviews of capital projects, specifically National Environmental Policy Act (NEPA) compliance is desired.
- Experience with traffic and transit modeling.
- Experience with mapping and/or design software. This may include but is not limited to, ArcGIS or CAD.
