Treasury Board and Finance (TBF) is responsible for the budget development, planning and reporting, economic analysis, financial management and the administration of tax and revenue programs. The ministry provides policy and regulatory oversight of the financial, securities, insurance and pensions sectors. TBF also oversees compensation and other labor relations matters related to public sector collective bargaining and non-union compensation.

The Ministry of Treasury Board and Finance (TBF) is tasked with high profile and highly impactful work that reaches across all ministries and numerous provincial agencies, and which impacts all Albertans. TBF has responsibility for 42 Acts, in addition to related regulations.

Role Responsibilities

As a Senior Policy and Legislation Analyst, you'll drive strategic initiatives, influence legislative and policy decisions, and play an essential role in advancing the ministry's agenda, all while working with top government leaders to make a real impact.

Reporting to the Director, Policy, Legislation, and Governance, you will serve as a key partner in supporting and implementing the ministry's legislative and policy agenda. This role demands close collaboration with internal ministry partners, external stakeholders, and Executive Council to ensure policies and legislative initiatives are effectively reviewed, routed, and executed. You'll tackle complex policy challenges, anticipate emerging barriers, and continuously refine processes to drive timely, informed decision-making across the organization.

In this role, you will:

  • Provide comprehensive policy analysis, research, and strategic advice to support the development and review of TBF legislation, Cabinet reports, briefing notes and other documents.
  • Consult with various divisions and departments to align policy initiatives with the ministry's strategic goals.
  • Conduct in-depth research on strategic policy impacts, synthesizing diverse information into clear, actionable insights.
  • Lead and support both short-term projects with rapid turnaround and long-term projects that require multi-faceted, strategic analysis.
  • Build and maintain strong relationships across the ministry and with external stakeholders to facilitate smooth coordination of legislative and policy matters.
  • Manage and prioritize ad hoc requests and special projects, ensuring all outputs support key decision-makers and executive management.
  • Operate with a high degree of independence, using professional judgment to navigate complex issues and propose innovative, tailored solutions.
  • Regularly update and consult with leadership teams, contributing to a culture of transparency, continuous improvement, and effective governance.

Qualifications

A university degree in Public Administration, Public Policy, Political Science, Law, Business, or a related discipline, plus at least four (4) years of related and demonstrated experience in policy analysis and legislative affairs, with demonstrated project management skills in complex environments. A Master's degree would be considered an asset.

This position is a permanent, full-time position working 36.25 hours per week, Monday to Friday.

Candidates with lesser qualifications may be considered at a lower classification and salary. This competition may be used to fill future roles at the same or lower classifications.
