Department Information
The mission of the Colorado Energy Office (CEO) is to reduce greenhouse gas emissions and consumer energy costs by advancing clean energy, energy efficiency, and zero emission vehicles to benefit all Coloradans. CEO develops and implements programming to support that mission and achieve outcomes within Colorado's energy sectors.
The Colorado Weatherization Assistance Program (WAP), as part of CEO, provides energy efficiency and renewable energy retrofits to income-qualified Colorado residents. These retrofits include LED light bulbs, high efficiency furnaces and refrigerators, building shell insulation, and rooftop solar arrays, among others. WAP operates in all 64 Colorado counties and serves Colorado's diverse population of residents through its local service providers. The Senior Policy and Program Manager is a new position which will be a key part of the CEO WAP team and works with service providers, funders, and other stakeholders to help deliver WAP services.
CEO currently has an opportunity for a Senior Policy and Program Manager to join the WAP team. They will support the WAP team as described in the duties and responsibilities below.

- WAP Policy Management
- Support administrative monitoring and compliance for all subgrantees in coordination with other team members
- Gather, analyze, and facilitate the implementation of policy changes to the program mandated by The Department of Energy, the Federal Government, and State of Colorado
- Manage WAP Policy in collaboration with other members of the team, including reviewing, updating, disseminating, and publishing program policies
- Create, organize, manage, and facilitate a biweekly Policy Working Group dedicated to streamlining policy creation and interpretation
- Work with WAP service providers and other stakeholders to solve problems
- Nurture subgrantee relationships through clear guidance and communication
- Facilitate meetings as needed
- CEO WAP State Plan
- Organize, manage, and complete the requirements of the Department of Energy State Plans, including the annual formula plan and updates to the Bipartisan Infrastructure Law plan in partnership with the CEO WAP Associate Director
- Plan and facilitate the annual Public Hearing efforts in collaboration with other team members
- Liaise with the Colorado Commission on Low Income Home Energy and Water assistance as it relates to the review and approval of the Department of Energy State Plan
- Organize, manage, and complete annual federal Department of Energy reporting regarding the Historic Preservation Programmatic Agreement
- Work with WAP team to solve problems
- Manage documents, spreadsheets, and other files in Google Drive
- Provide input during WAP strategic planning
- WAP Program Management
- Serve as Program Manager to WAP Multifamily subgrantee agency
- - Lead monthly subgrantee check-ins facilitating production discussions while nurturing subgrantee relationships.
- - Act as liaison between CEO and local subgrantees to solve problems as necessary.
- - Communicate about WAP events, policy changes, program updates, and other tasks.
- - Lead administrative monitoring
- Lead Energy Efficiency and Solar rebate recovery efforts
- Serve as Program Manager to WAP Multifamily subgrantee agency
