Program Overview

The Medicare Drug Price Negotiation Program Monitoring, Oversight, Compliance, and Auditing (MOCA) Contract will facilitate the successful implementation of the entirety of the Medicare Drug Price Negotiation Program.

The program will support the successful administration of the Negotiation Program by collecting and analyzing data, and auditing and investigating (as needed) dispensers, pharmacies, mail order services, and manufacturers' complaints/disputes. Contractual support aims to: enhance oversight of substantive noncompliance that hinders negotiations and renegotiations; promote participation and compliance during voluntary negotiations and renegotiations; and ensure the compliant effectuation of the Maximum Fair Price (MFP).

The Senior Program Director will be responsible for the following:
  • Coordinates the management of all work performed under the contract.
  • Serves as the primary point of contact between CMS and the contractor's team, facilitating communication and resolving any issues related to the program.
  • Oversees and has full authority over the administration and execution of the contract, ensuring alignment with the expected objectives and outcomes of the contract.
  • Responsible for all phases of performance, including contract management, coordination of resource needs, and has direct accountability for the accuracy, timeliness, and quality of deliverables.
  • Communicates both orally and in writing, with the Government and Contractor management in the planning and control of this project; this includes advising CMS of any difficulties arising from the administration of the contract.

Requirements
  • Bachelor's degree from an accredited university in a related field of study (or equivalent work experience)
  • A minimum of ten (10) years professional experience with managing same/similar, large-scale projects.
  • Strong leadership and communication skills, with the ability to manage cross-functional teams and complex multi-stakeholder projects.
  • In-depth understanding of federal healthcare policies; especially those related to drug pricing, pharmaceutical supply chain; pharmaceutical negotiations; and best practices in program monitoring, oversight, and compliance.
  • Able to demonstrate experience and knowledge of the regulatory requirements of the Inflation Reduction Act, Federal prescription drug programs, and applicable Medicare program/benefit (Part B/Part D).
