The Ministry of Immigration and Career Training (ICT) has a strong commitment to maintaining the integrity of its programs and services. Employees of the Ministry are not eligible to apply to the Saskatchewan Immigrant Nominee Program (SINP), either as a principal applicant or an accompanying family or act as a supporting family member on an application. The Program Compliance Branch ensures the safety of foreign workers coming to Saskatchewan. The branch does this by investigating potential fraud, misrepresentation, and exploitation to ensure the integrity of the Saskatchewan Immigrant Nominee Program and its respective legislation.
The Opportunity
As a Senior Program Intelligence Analyst, you will be an integral member of a highly-specialized enforcement team. You will be responsible for the intelligence activities of the Program Compliance Branch and provide a wide range of intelligence products and services including, but not limited to: quality assurance of intelligence documents/processes/operations to comply with established standards, managing the collection, analysis, and dissemination of tactical and strategic intelligence information, contributing to the creation of intelligence documents, and providing recommendations for program enhancements to strengthen the integrity of the immigration system in Saskatchewan, tackling fraud and protecting foreign workers from exploitation. You will provide expert advice and recommendations to Senior Government Officials on strategic issues and challenges related to intelligence gathering and dissemination in an ever-evolving program. You will prepare written reports summarizing the results of intelligence-gathering initiatives and programs and develop threat assessments on specific situations- on a quarterly and annual basis.

Typically, the knowledge for this position would be attained through a post-secondary degree with related professional experience and training. You will have proficient computer skills and extensive experience in working with database software.

- have experience in data analysis and evaluation;
- have knowledge of the intelligence process;
- have an in-depth understanding or experience with government decision-making processes;
- have excellent communication skills to communicate when briefing colleagues, management, law enforcement and member agencies on program intelligence/information;
- have a personal management style exemplified by respect and consultation and will have demonstrated interpersonal skills to develop cohesive and respectful relationships within the Ministry and among key stakeholders spanning an exhaustive list of service delivery agencies;
- have strong collaboration skills and the ability to develop good working relationships with a range of colleagues and stakeholders;
- have a reputation for high-quality work with positive outcomes;
- prepare written reports summarizing the results of intelligence-gathering initiatives and programs; and develop threat assessment;
- assist Program Enforcement and Compliance Officers in the gathering and presentation of complex data relationships or investigations using established analyst software tools and procedures; and
- assist in the creation of Policy within the Program Compliance Branch as well as Briefing Notes for senior management as needed.
