iParametrics has partnered with the Federal Emergency Management Agency (FEMA) to support its mission of protecting lives and property through effective disaster response and recovery efforts. As part of this partnership, we are delivering critical program management support to FEMA's National Business Emergency Operations Center (NBEOC), a key initiative designed to enhance communication and coordination between government agencies and private sector stakeholders during emergencies.

FEMA's NBEOC serves as a vital conduit for information-sharing between the public and private sectors. Its mission is to ensure seamless integration of business, industry, and infrastructure leaders into disaster response and recovery efforts. The NBEOC focuses on stabilizing community lifelines, supporting economic resilience, and facilitating disaster recovery operations across various industries.

Through this initiative, iParametrics is helping FEMA:
Engage key private sector stakeholders to bolster disaster response and recovery operations.
Support local, state, tribal, and territorial governments by connecting them with FEMA's regional offices and national networks.
Enhance the understanding of business operations throughout the disaster lifecycle.
Strengthen economic and supply chain resilience, working in coordination with the Cybersecurity and Infrastructure Security Agency (CISA) under Emergency Support Function (ESF) #14.

To fulfill these objectives, we are assembling a highly skilled team with expertise in emergency management, data analytics, and operations research.

Position Overview
iParametrics is seeking an experienced Program Manager to lead our engagement with FEMA's NBEOC. This individual will oversee all aspects of program execution, providing strategic direction, stakeholder coordination, and operational oversight. As the primary point of contact for FEMA leadership, the Program Manager will ensure seamless execution of contract deliverables while managing a multidisciplinary team supporting geospatial analysis, data modeling, and emergency management consulting. This role is ideal for a dynamic leader with extensive experience in emergency management, government contracting, and program administration. The selected candidate will play a key role in strengthening FEMA's ability to assess business, economic, and supply chain impacts during disaster response and recovery efforts.

Key Responsibilities:
Provide overall program leadership, ensuring successful execution of contract objectives and deliverables.
Serve as the primary liaison between iParametrics, FEMA NBEOC leadership, and other federal/private sector partners.
Develop and manage project plans, timelines, and resources to ensure all contractual obligations are met.
Supervise and support a team of Data Analysts, Emergency Management Consultants, and Operations Research Analysts.
Oversee the collection, analysis, and reporting of business, economic, and supply chain data to inform FEMA's response and recovery efforts.
Maintain compliance with federal security and data management requirements, including Public Trust clearance.
Implement best practices for data retrieval, sanitization, and analysis to minimize errors and biases in decision-making.
Provide detailed reports and briefings to FEMA leadership on program performance and operational insights.

Required Qualifications:
Education: Bachelor's degree in Emergency Management, Business Administration, Public Policy, or a related field (Master's degree preferred).

Experience: Minimum of 10 years of experience in emergency management, disaster recovery, or a related field, with at least 5 years in a leadership role.

Proven experience managing government contracts, preferably within FEMA, DHS, or other federal agencies.

Strong understanding of FEMA's National Response Coordination Center (NRCC) structure and disaster response frameworks.

Excellent communication, leadership, and stakeholder management skills.

Ability to work in a fast-paced, high-pressure environment with shifting priorities.

Strong analytical and problem-solving abilities, with experience using data to inform decision-making.

Must be eligible to obtain and maintain a Public Trust clearance, with the ability to secure a Top Secret clearance as needed.

Preferred Qualifications:
Experience working directly with FEMA, DHS, or related agencies.
Advanced knowledge of geospatial analysis, economic modeling, or supply chain analytics.
Prior experience leading teams in Emergency Operations Centers (EOCs) or federal emergency response initiatives.
Certifications in Project Management (PMP), Emergency Management (CEM), or Business Continuity (CBCP).
