Job Summary

The Senior Program Manager position develops and administers the projects necessary to satisfy St. Mary's County's State-mandated programs related to National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit commitments while keeping abreast of current and changing permit conditions and ensuring all supporting staff and consultants are informed of new or emerging requirements. A crucial function of this position is working collaboratively with staff, residents and businesses to support the program objectives and develop and manage related public education, outreach, and engagement activities. This position examines multipart engineering and environmental designs and creates, tracks, and interprets data to author comprehensive reports. It also investigates and responds to citizens, elected officials, and developer requests related to MS4 activities, in addition to performing other duties as assigned.
Essential Functions

  • Responsible for ensuring compliance with the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit and submission to the Maryland Department of the Environment (MOE) in the MS4 Annual Report.
  • Create, develop, administer, and manage all information needed for the MS4 Annual Report's yearly reporting, including the commentary concerning the required objectives of Minimum Control Measures (MCM) 1 through 6.
  • Maintain and track large amounts of data to prepare the MS4 Annual Report.
  • Develop information and inform the County administration regarding necessary actions and activities to achieve compliance with the County's MS4 permit.
  • Interpret Federal, State, and County regulations and requirements in developing programs to satisfy the County's obligations and needs related to state-mandated programs and planning as it pertains to the Department of Public Works & Transportation's scope of responsibilities.
  • Represent the Department at various meetings and hearings assigned. Communicate clearly and concisely with the public, boards and commissions, department heads, designers, and consultants to explain various aspects of the program. Prepare formal and informal written correspondence in the form of letters, emails, memoranda, reports, etc.
  • Manage in-house and contracted services related to stormwater management (SWM) inspections, Illicit Discharge Detection and Elimination (IDDE) investigations, and any associated enforcement needs.
  • Develop and oversee program-related budget function activities and provide input for operating and Capital Improvement Program (CIP) accounts associated with MS4 stormwater management, water quality, and nutrient removal. Program budget efforts include developing spending plans, cost estimates, bid documents, cash flow projections, project schedules, and preparation of various budget documents.
  • Direct, coordinate, and monitor contractors' work, review and process invoices, and ensure contractors conduct work on time and within an established budget.
  • Monitor program costs to ensure expenditures are within budgetary constraints.
  • Prepare scopes of work/request for proposals (RFP) related to MS4 program requirements, neighborhood drainage improvement, and nuisance flooding.
  • Examine nuisance flooding issues and create strategies for resolving them. Prepare and manage the development of the design and construction of stormwater management, restoration, drainage improvement, and flooding mitigation projects.
  • Investigate, analyze, and develop recommendations to address requests regarding roadway, drainage, shoreline erosion, and channel stabilization/siltation issues.
  • Manage and track the inspections, maintenance, repair, and upkeep of county-owned stormwater management (SWM) facilities to ensure they function as designed and remain in compliance.
  • Direct the management of the current landscaping and mowing maintenance contracts related to County SWM facilities.
  • Ensure the quality and completion of stormwater management As-Built data to be used for MS4 permit crediting.
  • Confirm inputs of necessary data and manage efforts related to the GIS database for County stormwater facilities.
  • Oversee the efforts of others in administering Federal and State grants as they relate to creditable MS4 projects. Coordinate energies to determine the availability of funding for future projects that align with the MS4 program.
  • Ensure that other County departments have the necessary MS4 information to meet regulations and achieve the desired stormwater management quality and quantity goals of the Watershed Improvement Program (WIP).
  • Develop/coordinate training for staff members in processes and procedures related to programs under the Senior Program Manager's area of responsibilities.
  • Perform annual evaluation assessments for supporting staff.
  • Performs other duties as assigned.

  • Required Knowledge, Skills, and Abilities

  • Ability to gain knowledge of the State of Maryland and St. Mary's County policies, procedures, and regulations.
  • Ability to effectively communicate both written and verbally with other staff and members of the public.
  • Ability to use independent engineering judgment in working out details and utilizing resources to carry out assigned tasks within a program.
  • Knowledge of engineering analysis techniques and the ability to evaluate the costs and benefits of a program.
  • Ability to prioritize completion within a budgetary ceiling and defined time limitation while assessing the program's health/risks.
  • Knowledge of civil engineering related to stormwater management, hydrology- hydraulic analysis, erosion and sediment control, and design methods.
  • Established skills to coordinate and direct others in performing the tasks and duties included within this description.
  • Proven knowledge and experience in the principles and practices of program management, including leadership, data management, data analysis, risk interpretation, comprehensive writing, and understanding of word processing, spreadsheets, databases, and GIS applications.
  • Ability to plan, organize, schedule, and coordinate program efforts with an assigned team toward complementary goals.

  • Education and Experience

  • Bachelor's degree in environmental studies, engineering, or community planning;
  • Related professional experience or additional education in a specialized area;
  • Or equivalent technical training, education, and/or experience.

  • Physical Requirements:

    Work requires no unusual demand for physical effort but does require visits to potential projects or ongoing construction sites.

    Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as construction sites, offices or meeting rooms, e.g., use of safe workplace practices with office equipment, and/or avoidance of trips and falls and following OSHA regulations.
