In 2023, the Northeast Microelectronics Coalition (NEMC) Hub was selected as a Department of Defense (DoD) funded Microelectronics Commons Hub. This selection, and accompanying award, was the culmination of 2+ years of convening and building a coalition with over 90+ industry, academic, and government partners. A division of MassTech, the NEMC Hub has grown to over 200 organizations, including commercial and defense companies, leading academic institutions, federally funded R&D centers and startup concentrated in 8 northeast states. NEMC is seeking candidates for a Senior Program Manager to develop and execute its next phase of programming and growth.

Position Description:

The NEMC Hub is seeking a highly skilled Senior Program Manager to manage the end-to-end execution of multiple microelectronics initiatives and projects concurrently. The ideal candidate will possess exceptional program development, management and communication skills, and have a background in (or exposure to) some aspect(s) of microelectronics including telecommunications, AI computing, semiconductors, photonics, and/or IoT. Experience in program reporting to federal government agencies (e.g. DARPA, DoD, NSF, etc.) is a plus.

The Senior Program Manager will also work to further develop and implement the vision, plans, and policies of the NEMC Hub as part of the greater Microelectronics Commons effort. This role will assist in maturing relationships with academic and research organizations, traditional and non-traditional companies, and education and workforce development partners to strengthen the Hub's position in the domestic microelectronics ecosystem. As applicable, this role will work with broader MassTech staff on federal proposals and other funding pursuits.

Key Responsibilities:

Program Planning and Execution
  • In collaboration with NEMC Hub staff and members, develop comprehensive project plans, including scope, schedule, budget, and resource allocation, for a variety of microelectronics programs.
  • Launch programs and manage corresponding oversight and reporting, ensuring adherence to timelines, payment milestones, deliverables and quality standards.
  • Proactively identify and mitigate risks and issues that may impact project success.

Knowledge and Experience
  • Current knowledge of the national microelectronics ecosystem with experience working directly in the northeast region, including an understanding of current business, technology and manufacturing trends.
  • Ability to assess and anticipate the impact of the broader macroeconomic outlook and emerging technology on the microelectronics industry.
  • Experience writing or supporting technical grant and project proposals.
  • Collaboration
  • Ability to work in partnership with NEMC Hub and MassTech personnel, including members of the ecosystem development team, workforce development team, hub program management including legal, IT/Cybersecurity, and finance, and sub-contracted facilities coordinators and working group leads.
  • Organized, with ability to develop timelines, meet deadlines, and contingency plans.
  • Understand and work within structured state and federal government guidelines.
  • Create and deliver relevant conceptual or technical presentations to large stakeholder groups, and build relationships with partners, members and potential new members.

Stakeholder Management
  • Serve as a primary point of contact for internal and external stakeholders, including engineering teams, administrators (e.g. legal and finance), and senior management.
  • Facilitate communication and collaboration between cross-functional teams to ensure alignment on project objectives and priorities.
  • Synthesize and present project requirements or outcomes to internal and external audiences such as NEMC Hub Members or sponsor agencies.

Performance Monitoring and Reporting
  • Establish key performance indicators (KPIs) and metrics to track project progress and performance.
  • Identify opportunities for process improvements and operational efficiencies within projects, leveraging data-driven insights and industry best practices.

Travel
  • Travel within the northeast region is expected (often not accessible by public transportation); some national travel anticipated.

Requirements
  • 10+ years of professional experience in research, development, and/or industry. A combination of working in academia, federal research labs, and industry is preferred.
  • Demonstrated success in managing complex projects within the microelectronics industry.
  • Excellent communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels of the organization.
  • Able to relate well to a broad base of stakeholders across industry, academia, and government in an open constructive manner that inspires collaboration and engenders mutual trust.
  • A positive, enthusiastic, can-do attitude.
