Job Overview:
ASRC Federal is seeking a highly qualified Senior Program Manager to lead and oversee the successful execution of a government contract supporting DASA DE&C's security cooperation activities. The selected candidate will be responsible for the overall performance of the work, ensuring seamless daily operations and acting as the primary authority on all program-related matters. The ideal candidate will possess extensive experience in security assistance and/or armaments cooperation, demonstrating strong leadership and program management expertise. This position is contingent upon final contract award.

The ideal candidate will possess extensive experience in security assistance and/or armaments cooperation, demonstrating strong leadership and program management expertise. This position is contingent upon final contract award.
Key Responsibilities:
- Serve as the primary point of contact and decision-maker for all program-related activities.
- Ensure contract performance meets or exceeds client expectations and compliance requirements.
- Oversee and manage daily operations of the contract, including coordination with government stakeholders.
- Develop and implement strategies to optimize project execution and resource allocation.
- Maintain full authority to act on behalf of ASRC Federal on all matters concerning program operations.
- Lead teams in a dynamic environment, ensuring efficiency and effectiveness in program delivery.
- Monitor program budgets, schedules, and deliverables to maintain compliance and operational excellence.
- Prepare reports and briefings for senior leadership and government officials.
- Provide personnel, supervision, and project management expertise to support DASA DE&C's security cooperation activities.
- Support policy preparation, strategic planning, database maintenance, and outreach activities related to Army security cooperation and assistance programs.
- Coordinate and execute opportunities for international cooperative research, development, and acquisition (ICRDA) programs.
Qualifications:
- Education: Bachelor's degree from an accredited institution is required. However, this requirement may be waived if the candidate possesses at least ten (10) years of applied security assistance experience while serving as a uniformed member of the armed forces or as a U.S. government employee.
- Experience: Minimum of six (6) years of relevant experience in security assistance and/or armaments cooperation.
- Leadership: Demonstrated ability to lead large-scale government programs, manage teams, and interface with senior-level stakeholders.
- Communication: Strong verbal and written communication skills to effectively engage with government and industry partners.
- Problem-Solving: Ability to identify challenges and develop strategic solutions to ensure program success.
- Clearance: Secret required.
Preferred Qualifications:
- Project Management Professional (PMP) certification.
- Prior experience managing government contracts within the defense sector.
- Familiarity with U.S. foreign military sales (FMS) and security cooperation processes.
- Experience in Army and DoD Security Assistance programs and International Armaments Cooperation programs.
