We are looking for:

We are looking for up to two (2) Senior Program Officers, Programs and Partnerships

As a Senior Program Officer, Programs and Partnerships, you will be responsible for supporting the development, planning, implementation and coordination of complex activities and planned results within the Caribbean/Anglophone Africa regions. Budget and financial management will be a significant part of your role, as well as ensuring that activities are on track per program workplans and that good quality program reports are submitted on time. You will play a key role in ensuring that CICan members can participate effectively in the program and in supporting the Director (or designate) to coordinate the day-to-day work and to deliver results. You will also play a problem-solving role with member institutions, partners, senior officials, funding agencies and colleagues and may be called upon to support other programs in the portfolio, and to assist and provide support to and for proposal development, monitoring and follow-up as well as other files if/as required.

Minimum of five (5) years of relevant experience in:
  • Planning, implementing and administering international programs and projects funded by government agencies such as Global Affairs and/or other donors;
  • Advanced proficiency in budget management and financial monitoring, including intermediate-advanced Microsoft Excel skills;
  • International work experience (missions, postings);
  • Experience working in Africa and/or the Caribbean a definite asset;
  • Significant experience in writing and coordinating donor reports;
  • Developing proposals for new programs;
  • Leading the development of quality requests for proposals and in managing requests for proposals processes;
  • The preparation of consultant terms of reference and contracts including selection, oversight, and payment;
  • Organizing missions abroad and event planning;
  • Providing support to field office operations that are located internationally;
  • Extensive experience in results-based program management (RBM).

Knowledge of:
  • Microsoft Office suite and social media tools;

Professional Training:
  • Post-secondary diploma in international relations or development, program management, business, finance, or an equivalent combination of education and relevant experience;
  • Certification in project management PMP (an asset).

Compensation: $ 85,748 to $104,956 (Program Staff III)

Status: Temporary Full-Time ending between October 31, 2025 and December 2025.

Location: 1 Rideau Street, suite 701, Ottawa, Ontario, K1N 8S7

Working conditions:
  • Domestic and international travel;
  • Hybrid work environment located in Ottawa, Ontario
