There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county's government.
With approximately 1.1 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One's multi-racial, multi-ethnic population is roughly 39 percent African American, 37 percent Latino, 18 percent Anglo, 5 percent Asian and 1 percent other.
Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct's territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the Shell Energy Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Essential Duties and Responsibilities
- The Senior Project Manager, Transportation, is responsible for supervising, coordinating, and managing a variety of transportation related engineering activities and personnel to identify, evaluate, manage, and rehabilitate various facilities and systems.
- You will provide technical guidance and training to technical staff. Lead a team of Engineers, provide guidance and mentorship in the planning, design, and construction of large-scale Precinct One capital improvement projects.
- Develop performance metrics for team members and monitor/document performance based on these metrics.
- Evaluate project portfolios for compliance with budgets, perform budget forecasting, and coordinate with other groups to ensure the appropriate budget is secured.
- Effectively manage multiple complex projects by developing innovative solutions.
- Evaluate project risk and develop mitigation strategies to ensure successful project delivery.
- Collaborate with internal and external stakeholders to gather input, address concerns, and ensure capital/resource alignment with project goals.

Requirements
Education
- Bachelor's degree in Civil Engineering or a related field of study from an accredited college or university
Experience:
- Ten (10) years of progressive project management experience
- Four (4) years of supervisory or management experience
- Prior government, municipal/county public works experiencent utilizing strong communication skills.
- Proficiency in Microsoft software applications
License:
- Professional license in Civil Engineering issued by the State of Texas
- Valid Texas State Driver's License
Knowledge, Skills, and Abilities:
- Knowledge of Infrastructure CIP, Operations and Maintenance best practices
- Knowledge of finance, budget, and purchasing concepts in a governmental entity
- Strong verbal and written communication skills
- Skilled in a management style that is collaborative and is able to partner with staff Precinct-wide
- Familiarity with safety protocols and procedures, including risk assessments, hazard identification, and safety management on construction sites.
- Knowledge of contracts, procurement processes, and legal aspects of construction projects, including managing relationships with subcontractors, vendors, and clients.
- Understanding the environmental impact of construction projects and the incorporation of sustainability and green building practices into designs.
- Knowledge of project management methodologies and tools, such as Gantt charts and project management software (e.g., Primavera, MS Project), to oversee timelines, budgets, and resource allocation.
- Skill in creating and maintaining detailed project schedules, ensuring that milestones are met, and adapting to any changes in project timelines
- Managing relationships with the public, regulatory bodies, and clients to ensure projects meet stakeholder expectations and comply with legal standards.
