Job Summary
The Senior Project Manager will report to the Senior Director of Infrastructure Planning and manage infrastructure-focused planning initiatives, including asset-based master plans (facilities, power, signals, structures, etc.), campus/site plans (bus maintenance facilities, carhouses, subway stations, busways, etc.), line- or mode-specific investment strategies and the alternatives analysis and pre-design phase of major projects.
The Infrastructure Planning team's goal is to develop efficient, deliverable investment strategies that advance the MBTA's strategic goals and meet operational needs. The Senior PM will help advance this goal, ensuring that strategies are able to guide prioritization of the MBTA's Capital Investment Plan and be achievable for the MBTA's design/delivery teams.

Duties & Responsibilities
- Manage assignments of various scales including those consisting of inhouse teams self-performing the work to those requiring the support of technical consultants
- Conduct research, analysis, and prepare briefings to inform and seek decisions from senior management
- Engage internal stakeholders, including Operations, Engineering and Maintenance, Capital Delivery, Real Estate, Environmental, Systemwide Accessibility, and MBTA leadership, as required.
- Assist in the development of project scopes, budgets, and schedules as part of the capital planning process.
- Manage multiple planning, design, engineering, architecture, and other technical consultants and consulting teams and contracts to carry out the requirements of each assignment completed on time, and on budget. Including assisting in the procurement of consultants and contractors, negotiating project assignments, task orders, amendments, change orders, and use of contingency and make recommendations for approval, and analyzing monthly payments and schedule submissions from consultants and contractors, as required.
- Manage projects through the scoping and conceptual design phases in accordance with the MBTA standards, manuals, policies, and procedures to meet the needs of the MBTA.
- Represent the MBTA and coordinate project activities with outside agencies, abutters, utility companies, community groups, and other third parties affected by the project, as required.
- Assist in proactively identifying and resolving potential project issues.
- Organize and prioritize workload and be proactive in identifying project needs/requirements.
- Prepare project-related correspondence, reports, charts, and presentations utilizing Microsoft Word, Excel, Database, and PowerPoint.
- Prepare for and make project presentations to represent the MBTA to elected officials, community groups, and others as required.
- Work independently in addressing complex tasks in a time-sensitive environment. Follow up on actions required for task and project completion while seeking guidance as necessary.
- Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner, consistent with the Authority's Customer Service Quality standard.
- Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
- Be an active and respectful member of the team.

Minimum Requirements & Qualifications
- A Bachelor's degree in Planning, Engineering, Construction Management, Architecture or a related field from an accredited institution.
- Five (5) years of experience in the management of public works projects, planning or design phases of transportation, environmental, urban design, or other related projects(design and/or construction).
- Two (2) years of experience managing and/or supervising staff and consultants.
- Strong project controls knowledge and ability to accurately evaluate consultants and contractor cost and schedule submissions.
- Excellent organizational, analytical, confidentiality, multi-tasking, time management, and interpersonal skills.
- Working knowledge of Microsoft Word, Excel, Database, and PowerPoint applications.
- Effective and professional written and verbal communication and interpersonal skills.
- Proven track record of collaboration, transparency, and problem-solving skills. The ability to effectively communicate with customers, employees, and vendors. Excellent customer service and conflict resolution skills.
- Must possess a valid driver's license and drive a company or personal vehicle.
- The ability to supervise and work effectively with a diverse workforce.
Preferred Experience and Skills
- A Master's Degree in Planning, Engineering, Construction Management, or Architecture from an accredited institution, and Five (5) years of experience in the management of public works projects (design and/or construction) or related experience in a supervisory capacity.
- Registered Professional Engineer, Registered Architect, and/or Certified Construction Manager.
- Experience managing multiple projects with a construction cost of $10 million or over in a transit and or/design or construction environment.
- Familiarity with FTA, FRA, MBTA rules and regulation regarding project delivery, environmental requirements and permitting.
- Familiarity with Autodesk, Primavera, Tableau
Substitutions Include
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
- An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
- A master's degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
