Position Description :
Network Runners Inc. is seeking a Project Manager. The project manager serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system). Serve as the lead for contract execution; responsible for the overall management of the specific task order(s), providing direction and management of all activities, ensuring execution is within defined performance, cost, and schedule parameters and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner.

Position Description :
Network Runners Inc. is seeking a Project Manager. The project manager serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system). Serve as the lead for contract execution; responsible for the overall management of the specific task order(s), providing direction and management of all activities, ensuring execution is within defined performance, cost, and schedule parameters and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner.
Position Responsibilities :
- Shall have in-depth knowledge/expertise of the OBIM systems.
- Be knowledgeable on all contract activities and interface directly with the OBIM executive leadership.
- Possess excellent communication (orally and written), attention to detail, problem solving and excellent customer service skills.
- Proficient with Microsoft Office programs and Microsoft SharePoint.
- Shall be available to provide in person support for internal and external events within 72 hours' notice or designate someone on the staff to be available to meet the requirement.
- Shall clearly communicate and coordinate technical writing efforts involving contingency and crisis-action plans, standard operating procedures, briefings, memorandums, business documents, management documents and data.
- Shall be well versed in the DHS and AP style guides and ensures that all documentation developed within the branch is in accordance to established guidelines.
- Provide technical/management leadership on major tasks or technology assignments. Establish goals and plans that meet project objectives.
- Has domain and expert technical knowledge of SharePoint and website domains.
- Knowledge of print and electronic media communications content including content for Government websites and social media accounts.
- Communications/public affairs knowledge.
- Shall be able to provide audio-visual and meeting facilitation support as required by the Government. This shall include briefing, Presentation and Multimedia Support including video segments, all pre-production, production, and post-production tasks.
- Shall be able to research and develop Proposed Public Affairs Guidance (PPAG) related to OBIM's overall biometric identity services, for use by OBIM's Public Affairs Officer.
- Perform the duties enumerated in the SOW. Must have proven knowledge of Change and Configuration Management best practices (knowledge of DHS Change Management Processes preferred).
- Shall have in-depth knowledge/expertise of the OBIM systems such as SharePoint. Interface directly with the OBM executive leadership.

Duties :

- Interactions involve interfacing with senior management
- Decision making and domain knowledge may have a critical impact on overall project implementation. May supervise others.
- The PM shall serve in the senior position of the qualified personnel and shall be responsible for all Contractor work performed under this SOW.
- Provide oversight of the contractor team. Monitor and assist in all day-to-day operations with the contractor team.
- Monitor and assist in all day-to-day activities for the development and implementation of a biometric identity services communication plan.
- Ensure efficient and effective communication and collaboration between the Government and the contractor team.
- Shall assist in performing all requirements specified in this SOW.
- Ensure appropriate channels of communication are established during all phases of the strategic communications continuum.
- The PM shall have knowledge of OBIM, as well as functional expertise and experience supporting biometric related efforts of similar large scale and complexity crossing Departmental, Interagency (Department of State, Department of Justice, and Department of Defense), and Intergovernmental boundaries.
