Experience and Skill Set Requirements:

General Skills:
  • Leads organizational development, strategy development, business planning, and Ministry funding requests.
  • Gathers and develops requirements to create and maintain a detailed project schedule and/or integrated plan.

  • Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures.
  • Provides project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
  • Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
  • rticulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.
  • Leads and conducts business analysis in order to assess client's business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined.
  • pplies re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
  • Knowledge and experience with a wide range of methods, techniques, and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines.
  • Successfully completed business architectures in government settings or similar complex, multi-project/multi-client organizations.
Desirable Skills:
  • Knowledge and understanding of Project Management Institute's Project Management Body of Knowledge.
  • Knowledge and understanding of Information Management principles, concepts, policies, and practices.
  • Experience in structured, object-oriented, and agile methodologies for user requirements.
Project Lead Experience - 35%:
  • Knowledge and understanding of Information Management principles, concepts, policies, and practices.
  • Experience utilizing, managing, and understanding various software development methodologies, including Agile/Scrum and scalable minimum viable products.
  • Experience with I&IT technology deployment.
  • Experience leading, facilitating, and initiating large-scale technology infrastructure procurements.
  • Experience in defining, planning, orchestrating, and delivering the initiative including business, operational, and information technology deliverables as needed.
Business Analysis Experience - 25%:
  • Experience in structured, object-oriented, and agile methodologies for user requirements.
Business Architecture Experience - 10%:
  • Knowledge of the Zachman Framework including business/information/application/technology/security architectures.
Communication - 20%:
  • Excellent communication, facilitation, negotiation, consensus building, and problem-solving skills.
  • Effective stakeholder management skills.
  • Experience providing executive reports, presentations, and implementation plans.
