The Eugene Water & Electric Board is seeking a self-motivated Senior Project Manager with strong critical thinking skills and experience managing projects in utilities or closely related industries. The Senior Project Manager will be responsible for developing business cases, preparing detailed cost estimates, and managing multiple projects simultaneously, ensuring that key project performance metrics and expected business benefits are achieved, and the overall project delivery is to the highest standard.
The Senior Project Manager reports to the Project Management Office (PMO) Manager and will be part of a project management team with the focus on delivering strategic, cross-departmental projects. Project drivers may vary, including technological advancement, organizational change, resilience and reliability improvement, infrastructure upgrade, regulatory requirement, market demand, and others. Projects usually involve both internal teams and contractors performing the scope of work.
The person in this senior-level role is expected to work under minimum supervision leading projects across strategic, tactical, and operational initiatives. We are hoping to hire a candidate who demonstrates the ability to collaborate with leadership, ensuring alignment between business initiatives and the PMO portfolio, and optimizing project management processes to continually improve project delivery across people, process, and technology.
The successful candidate will have the ability to collaborate, foster, and maintain relationships with stakeholders, businesses teams, cross-functional technical teams, and external service partners. The Senior Project Manager must have the business confidence to communicate strategic positions and directives in relation to expected organizational project management priorities and outcomes.

Minimum Training and Experience Required:
Minimum Experience: 6 years of professional project management experience.
Education: Bachelor's degree from an accredited college or university in Engineering, Project Management, Business Information Systems, Computer Science, Computer Information Systems, Business Administration, Management, Public Administration, or a closely related field.
Desirable certifications: Project Management Professional (PMP) and/or Program Management Professional (PgMP).
Equivalency: An equivalent combination of education and experience aligned to successfully perform the essential duties of this job may qualify.

Compensation and Benefits:
The starting annual salary for this position is $103,821 - $129,777 commensurate with knowledge, skills, education, and experience as it relates to the position.

Responsibilities:
- Define project scope from technical or industry knowledge level, working with subject-matter experts when applicable. Manage and execute major project initiatives from initiation, planning and execution of long life cycle. Define success criteria, constraints, and lead project to closure within budget and target date. Control and manage project scope to prevent scope creep and avoid gold plating.
- Identify and engage appropriate resources. Obtain external resources and independently manage vendors and hours. Manage resource hours on a granular level to control project cost.
- Prepare business and cost analysis. Work with subject matter experts to create business case with technical and / or industry specific knowledge. Control cost overrun and through contract amendments if necessary. Develop acceptance criteria based on performance and deliverables, manage and audit hours, invoices, and control charges. Analyze product procurement with appropriate resources as required.
- Create communication plan based on roles and responsibilities, and revise as appropriate. Communicate to appropriate audience of project status, changes, and updates. Manage contents of communication to targeted and appropriate audience. Level set appropriate expectations and escalate as necessary.
- Create quality controls & assurances, procedures and processes. Apply and quantify performance variances, creates graphic presentations of quality controls used to monitor performance.
- Exercise technical oversight over designated staff. Communicate project plans and expectations to team members and stakeholders in a timely and clear fashion. Identifies and resolves issues and conflicts. Inform project team members and contractors and influence them to take positive action for assigned work. Participate in regular project team meetings, agenda development, and time and event schedules.
- Plan and manage all aspects of the project: stakeholders, scope, cost, risk, communication, cost, resources, quality, procurement, and integration.
- Perform other related duties as assigned.
