About Our Job
The Mayor's Office of the National Western Center (NWCO) is looking for an experienced Senior Project Manager position to join the NWCO Team. Please note that this is a limited position with an end date of 12/31/2030, with the possibility of extension.
National Western Center Redevelopment Program
The National Western Center represents a visionary transformation of the National Western Complex into a sustainable, year-round destination for the next 100 years. The revolutionary campus will provide a broad focus on entertainment, food, animal health and performance, water, energy, agriculture, rodeo, livestock, equestrian, and sustainability and the environment. Currently 110 acres, future phases will expand the program to 250-acres of multi-use facilities and community amenities in the heart of Denver. Construction within the 110-acre Phases I & II boundary started in 2018 with an anticipated completion date of 2028.
The Mayor's Office of the National Western Center (NWCO) is responsible for the planning, design, and construction of the new campus. Key partners include National Western Center Authority, Western Stock Show Association, Colorado State University, the Denver Museum of Nature and Science and History Colorado - a collaboration that blends education, research, culture, and heritage. Our mission is clear: Convene the world at the National Western Center to lead, inspire, create, educate, and entertain in pursuit of global food solutions.
This position will require close coordination with campus partners, specifically, the National Western Center Authority. The Authority is responsible for operating, programming, and maintaining the NWC campus.

What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $110,000-$130,000.00. We also offer generous benefits for full-time employees which include but is not limited to:
Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.
In this position you can expect to work on site at least 3 days per week.

What You'll Do

- A new 370k square foot Equestrian Center, including arena, paddocks, and parking garage;
- A new parking garage;
- A new Hotel;
- A new community center; and
- A new housing development
The Senior Project Manager role will include coordination, leadership, and delivery of the Equestrian Center and Hotel project, with additional support for a variety of NWCO program initiatives, which may include but is not limited to:
- Management of the project throughout construction;
- Perform as an integral part of the NWCO Equestrian Center project and Delivery team;
- Coordinate with the National Western Center Authority and other campus partners throughout construction;
- Coordinate with National Western Center Authority on campus-wide services including Information Technology systems and Campus Energy;
- Coordinate with the Denver Economic Development & Opportunity's (DEDO) workforce services and small business divisions to facilitate compliance with DEDO program requirements; and
- Collect, analyze and report workforce and small business data to management, stakeholders, and other departments

You will successfully lead by bringing and implementing ideas that will increase collaboration, performance, innovation, and accountability to the NWCO team, to our partners, and to the campus as a whole. Job duties and responsibilities of this position include, but are not limited to, the following:
- Work within the matrix of City staff and consultants that form the integrated NWCO program team, including engineers, architects, technical support staff, consultants, and contractors for project delivery;
- Create, analyze and maintain project schedules and budgets in association with complex and/or high value defined scopes of work;
- Develop project work plans to ensure strict adherence to contract documents throughout the duration of the project;
- Understand and manage the contractual obligations of all parties involved in large, complex, alternative delivery agreements;
- Review and approve design documents, plans, specifications, and contract documents issued for construction;
- Facilitate interaction and engagement with City departments/agencies including Department of Finance, Department of Transportation and Infrastructure, City Attorney's Office, Denver Economic Development & Opportunity, Department of Public Health and the Environment, Community Planning and Development, Office of Emergency Management and others;
- Represent NWCO with city leaders, elected officials, as well as with project partners including the developer and their contractors, consultants, operators, and others;
- Coordinate with state and federal agencies and prepare and maintain project documentation as required by such agencies;
- Prepare and/or coordinate reports, presentations, briefings and other communications for NWCO management, project partners and other stakeholders using customer service and tact;
- Define and measure project performance and anticipate performance trends to mitigate risk;
- Ensure compliance with all applicable local, state, and federal regulations, policies, and procedures as required by the Cooperation Agreement, Project Support Agreement, Development Agreement, and other associated governing documents;
- Understand and apply emotional intelligence to your work environment; and
- Identify and implement innovations to improve project and team performance.
What You'll Bring
Our ideal candidate has some or all the following experience, skills, and characteristics:
- Professional project management experience in commercial, institutional, and/or governmental work as an owner's representative, construction project manager or as a design project manager;
- Experience managing projects with federal financial assistance;
- Experience successfully managing large and complex vertical construction projects;
- Experience working on a large delivery program;
- Experience successfully managing complex, alternative delivery contracts with high dollar values and with minimal guidance or oversight;
- Experience communicating effectively with project teams and stakeholders in a fast-paced and diverse environment; and
- Ability to follow strict and ethical policies and procedures that guide municipal, state, and federal project delivery work.
Required Minimum Qualifications
- Education requirement: Bachelor's Degree in Project Management, Engineering, Architecture, Landscape Architecture or a related field.
- Experience Requirement: Three (3) years of professional project management experience in the related occupational group including planning, managing, and scheduling projects and preparing and reviewing contract documents.
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
- Additional appropriate education may be substituted for the minimum experience requirements.
