Senior Project Manager/Leader

Job Description:

Responsibilities:

• Work with CACC management team to plan for NG911 transition including operational readiness, training, communication, user acceptance testing, and monitoring.
• Delivery focused project manager who gathers and develops business and project requirements for the NG911 solution to create business case, facilitate procurement and implement solution.
• Deliver extensive knowledge of the current and emerging 911 technologies to meet needs identified by the PSAP user community.
• Leverage existing CRTC ESWG expertise to develop a plan for Ministry response to NG911.
• Demonstrated experience directing project teams (NG911 technologies SMEs) to ensure project deliverables to meet business needs and standards.
• Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
• bility to promote I&IT project management best practices and adherence to standard methodologies.
• Source, select and on-board team members in various disciplines, clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both Government unionized employees as well as fee for service (FFS) consultants.
• Effectively manage large project budgets and ensures a high level of fiscal control and accountability including estimates, gating, forecasts, and reconciliation/confirmation of actuals.
• Establish and participate in steering committee and stakeholder forums.
• Provide, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.

Experience and Skill Set Requirements:
Technical Skills - 35%:

• Experience facilitating diverse system stakeholders in highly integrated and complex solution delivery environments, providing leadership and advice to establish common business objectives and solution roadmaps, while developing business standards and realizing system automation.
• Demonstrated experience leading projects that involve system vendor management, issues management, and system integration across multiple vendor solutions.
• Experience identifying and assessing technical project risks, mitigation strategies and contingency plans.
• Experience, knowledge, and understanding of current and emerging 911 technologies to fit needs identified by the PSAP user community, including, but not limited to a wide range of Telecommunication technologies for voice, video, text and data, including, but not limited to: Transmission infrastructure, Internet Protocol (IP) based communication related networks, PBX system integration and interconnection technique, and storage.
• Familiarity and experience in:
• Call Handling System and Equipment with ability to incorporate new applications such as text and video.
• PSAP connectivity to the network - legacy and IP systems.

Policy/Business Skills - 35%:

• Experience in public safety operations including dispatch centres (CACCs - Central Ambulance Communications Centres).
• Informed ministry best practices/industry standards to have an informed implementation of NG911.
• Experience with 911 sector regarding policy and operational changes required for NG911.

Project Management Skills - 20%:

• Experience gathering and developing requirements to create and maintain a detailed project schedule and/or integrated plan
• Project Management experience (as appropriate to the specified experience and level) and use of Project Management software (as appropriate to the specified experience level).
• Experience in developing and implementing project management processes, plans, and communication tools.
• Proven ability to meet strict deadlines and support cross-functional teams to ensure work on tasks/milestones remains within time and cost constraints.

Communication/Soft Skills - 10%:

• Experience working with complex, multi faceted projects with diverse working groups.
• Demonstrated experience to prepare and distribute project updates and progress reports while managing stakeholder expectations regarding scope and timeline constraints.
• Demonstrated experience communicating across many functional areas (matrix organization) to engage project stakeholders and manage client expectations with diverse interests, technical and non- technical backgrounds using the appropriate level of political acuity and messaging for the audience.
• Experience identifying a mix of skilled technical resources to complete project assignments/deliverables, including clarifying roles and responsibilities.
