Marketing Statement:

Come be an integral part of Metro's Safety Team as a Senior Safety Investigator. This position is a key member of the Safety Investigation Team, responsible for managing Safety Investigators and investigating safety events, including all transit modes, facilities, and customer and employee injuries. The Senior Safety Investigator conducts comprehensive investigations for all transit modes offered at WMATA, including rail, bus, paratransit, and public facilities, to determine the root cause and contributing factors of safety incidents. This position partners with operational departments to develop recommended corrective actions required to effectively mitigate the risk of incident reoccurrence. Senior Safety Investigators prepare comprehensive incident/accident reports and ensure timely submittal to the State Safety Oversight Agency. This role may be assigned to cover evening and weekend safety assurance activities, with periodic, overnight on-call responsibilities.

Minimum Qualifications

Education
  • Bachelor's Degree in Engineering, Systems Management, Safety Management, Accident Investigation, or related field of study.
    • In lieu of a bachelor's degree, a high school diploma or general education diploma (GED) and four (4) years working in an operationally complex environment, coordinating investigation of inspection activities in a manner that drives performance and results in addition to the Experience requirement referenced below.

Experience
  • A minimum of five (5) years of experience with leading investigations in support of high reliability operations

Certification/Licensure
  • Valid Driver's License
  • Roadway Worker Protection (RWP), Level 2 within one month of hire

Preferred
  • Experience in multiple settings and organizations participating in investigation activities of safety events.
  • Demonstrated leadership experience working in any variety of high reliability operations
  • Master's degree in Systems Management, Engineering, Safety Management, or related field of study

In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary

The Senior Safety Investigator is a key member of the Safety Assurance division established to implement a robust Safety Management System (SMS). The incumbent leads the development and integration of people, processes, and tools to ensure that safety investigations reveal the root cause(s) and contributing factors. The Senior Safety Investigator uses the results of these investigations to partner with Operations and other stakeholders to drive Corrective Action Plans (CAPs) that effectively reduce the risk of incident recurrence. The incumbent possesses performs 5-Why, fault-tree, or comparable data analyses to reveal root cause and determine corrective action. The incumbent ensures investigation reports are meaningful, technically sound, and action orientated.

Essential Functions
  • Leads members of the investigation team by integrating people, processes, and tools to ensure that safety investigations reveal the root cause(s) and contributing factors, and that investigations are completed in a timely manner.

OTHER FUNCTIONS
  • Strengthens the relationship with the State Safety Oversight Agency (Washington Metrorail Safety Commission) and other regulatory authorities.
  • Advises and coordinates with all Authority departments to ensure that all conducted safety related activities are compliant with all applicable codes, and that investigation-based recommended actions are appropriate and feasible.
  • Conducts data trending and analysis as part of the investigation process, incorporating all data feeds as potential sources of information that would support root cause identification (e.g., training records, past events).
