Come be an integral part of Metro's Safety Team as a Senior Safety Specialist. This position is a key Office of Operations Safety Oversight member, managing a team of Safety Specialists responsible for Safety Assurance across all transit modes, facilities, and construction projects. The Safety Assurance function is a key component of Metro's implementation of a Safety Management System (SMS). The Senior Safety Specialist provides strategic direction to their team, as well as direct support and subject matter expertise for the implementation of safety programs, rules, policies, and procedures in conjunction with Metro's Agency Safety Plan and applicable regulatory requirements to all Metro departments. The Senior Specialist also performs assessments to identify potential safety deficiencies based on trend analyses, safety performance data, and employee reporting and participates in the development and execution of site-specific and department- or agency-wide safety activities/initiatives. This role partners with labor/management and safety committees to identify and eliminate potential safety hazards and to adhere to safety policies, programs, and procedures. It also partners with the operational points of contact to address deficiencies and achieve compliance. This role will be part of the safety assurance activities for the day shift.

Minimum Qualifications

Education
  • Bachelor's Degree in Systems Management, Safety Management, Engineering, or related field of study
    • In lieu of a Bachelor's degree, a high school diploma/GED and vocational or technical training in safety risk management and four (4) years of safety auditing, inspecting or compliance administration experience, in addition to the experience stated below (Experience Section), will be considered

Experience
  • Eight (8), years of experience with auditing, inspection, data management, and/or OSHA compliance, to include at least one (1) year in a lead or supervisory capacity

Certification/Licensure
  • Valid driver's license
  • Roadway worker protection (RWP), level 2, within 6 months of hire and maintained for the duration of time in position

Preferred
  • Transit Safety and Security Program (TSSP) Certification
  • Experience with ISO Quality Management Systems
  • Lean Six Sigma Certification
  • Master's Degree in Systems Management, Engineering, Safety Management, or related field of study.

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary

The WMATA Senior Safety Specialist is a key member of the Safety Assurance division, established to implement a robust Safety Management System (SMS). The incumbent establishes, manages, monitors, analyzes, and reports on all potential safety hazardous sources and processes to ensure the Authority's practices are in compliance with federal, state, and local standards and regulations. The incumbent also supports departmental safety assurance initiatives for all modes that support the Authority's key performance indicators, as specified in the Agency Safety Plan (ASP). The incumbent may be called upon to perform its duties 24/7 including nights, weekends and holidays.

ESSENTIAL FUNCTIONS
  • Supervises a team of Safety Specialists and provides day-to-day guidance and direction to members of the Operations Safety Oversight team by integrating people, processes, and tools to ensure that safety auditing/inspection activities reveal the root cause(s) and contributing factors, and that corrective actions are completed in a timely manner.
  • Provides guidance and oversight of the efforts of Metro's Safety Risk Coordinators.
  • Conducts and facilitates operational Safety Assurance inspections and audit to determine WMATA's compliance and progress with operational safety processes.
  • Guides and performs field inspections and audits of departmental practices and operations and evaluates regulatory compliance to assess WMATA's compliance with regulatory compliance and provide and track recommended corrective actions to mitigate findings.
  • Participates in Safety Committees and other working groups and provides safety-related technical assistance to all departments, supporting WMATA's safety risk management and promoting aspects of the ASP).
  • Provides an oversight function to ensure that operating departments are tracking, and correcting deficiencies identified by safety assessments, ensuring risks are being mitigated and managed to protect employee and customer safety.
  • Exercises the authority as Safety Oversight to stop work at a specific location, job site, or contract if conditions are unsafe and pose an imminent danger to employees. Partners with impacted personnel and contractors to identify and communicate the hazards and assist with the development and mitigations to allow the work to continue.
  • Leads response efforts to emergencies in the field and performs other assignments as requested. Ensures site activities are safely conducted and the required pertinent information is collected in the event of an investigation
  • Organizes and facilitates the Safety Oversight Coordination Meetings (SOCM), where safety concerns identified through their oversight activities are discussed and managed in coordination with relevant departments. Partners with Safety Data Analytics to identify concerns to bring to the SOCM and monitors those issues to resolution with the appropriate stakeholders and action owners.
  • Ensures the resolution of safety hotline entries for their assigned discipline. Reviews each reported hotline issue and coordinates the response from the Department of Safety and appropriate operations and maintenance groups. Ensures complete resolution to the issue including following up with the original reporter
  • Regularly directs and performs targeted audits of personnel working in the field to evaluate compliance with critical safety related rules and procedures.
  • Regularly performs targeted audits of contract/construction personnel working in the field to evaluate compliance with critical safety related rules and procedures, to ensure risks are being mitigated and managed to protect employee safety.
  • Develops and implements the safety oversight inspection program, including developing of checklists and strategies to provide sufficient oversight of local and site-specific safety activities and initiatives. Also, implements corporate safety practices, policies and programs, and facilitation of local safety committees. Works with relevant departments to address identified hazards.
