Description

We are seeking a motivated and detail-oriented Safety Assurance Professional to join our talented team and help lead the charge in maintaining a safe and compliant workplace. This role requires being onsite five (5) days per week.

Reliable in-person attendance is an essential function of all positions. TriMet is an in-person first organization, with a strong emphasis on in-person collaboration, customer service, and safe and efficient operations. Some positions may be able to work up to two days remotely depending on department policy, business needs, and manager discretion.

Essential Functions

  • Develop policies and procedures to assure and assist with the implementation and monitoring of the Agency Safety Plan (ASP) and various safety management system (SMS) programs supporting TriMet's rail and bus operations, maintenance facilities, right-of-way rail alignments, and shared-use corridors, and capital project and engineering construction sites.
  • Provide subject matter expertise to business partners about established safety standards, best practices, and interpreting application of regulatory requirements; audit systems for gaps or discrepancies, ensuring that TriMet remains in compliance with local, state, and federal regulations; and administer corrective action plans.
  • Lead the development and implementation of safety observations and inspections program of TriMet assets, properties, and construction sites to assure accountability and compliance with federal, state, and local requirements and safety best practices.
  • Provide agency-wide safety guidance and technical assistance for hazard identification and mitigation; suggest resolutions for agency programs, policies, and/or procedures. Assist projects with tracking and resolving safety hazards, security threats, and vulnerabilities identified in pre-construction studies and from on-site observations.
  • Lead efforts and provide safety expertise and technical guidance to workplace safety committees. Participate and, when assigned, facilitate a variety of committees including, but not limited to: Safety and Security Certification-related committees, Fire Life Safety Committees, Rail or Bus Activation Committees, and other relevant operations, maintenance, or project-related meetings to discuss safety matters and advance safety program goals.
  • Lead investigations of safety events, regulatory issues, and hazardous conditions or unusual occurrences. Document results, facilitate corrective action plans, and act as agency liaison with regulatory entities. Evaluate effectiveness of contractor and subcontractors incident, investigation, and reporting practices to ensure that project activities are completed per the contract, TriMet Construction Safety Program, and according to the Site-Specific Safety Plan. Provide technical guidance when required.
  • Lead the development and implementation of the safety auditing process. Perform complex audits, develop detailed audit plans, evaluate the adequacy and effectiveness of internal controls, perform and supervise assigned audits, and prepare comprehensive written reports.
  • Oversee safety audit processes and documentation are accurate, properly maintained, and distributed according to TriMet's Program.
  • Lead development of safety training according to agency needs or the Agency Safety Plan (ASP). Provide safety guidance and subject matter expertise to others developing and establishing safety-related training. May also participate in internal or external safety promotion programs such as Operation Lifesaver.
  • Conduct technical reviews of project design and construction submittals, contractor Site-Specific Safety Plans, test plans, and procedures to assure safe conditions and compliance with the TriMet Construction Safety Program.
  • Provide technical guidance on safety and security design criteria requirements for facilities, equipment, revenue and non-revenue vehicles, and infrastructure to be incorporated into capital designs and improvement projects.
  • Support the development, implementation, and administration of Safety and Security Management Plans (SSMP) and Safety and Security Certification Programs (SSCP) as applicable, in accordance with Federal Transit Administration requirements.
  • Administer contracts, including writing scopes of work, negotiating, compliance monitoring, and financial management.
  • Assist in assessing emerging technologies related to safety management information systems (SMIS), other related software applications, and equipment. And provide assistance, advice, and training to agency users.
  • Provide support on special projects that may include data analysis, report writing, TriNet internal webpage development and updates, preparing and conducting presentations, or other assigned work.
  • Provide technical supervision and mentorship of staff and consultants.
  • Be available to participate in a rotating on-call emergency duty schedule with each duty period lasting 24-hours a day over 7-days.
  • Be flexible to move between safety disciplines within the department based on business need.

  • Position Requirements
    A minimum of a bachelor's degree is required.

    A bachelor's degree in Safety, Engineering, Transportation, Risk Management, Science, Public Health, Industrial or Occupational Health, Construction Management, Planning, Manufacturing or Aviation, or a in Safety, Engineering, Transportation, Risk Management, Science, Public Health, Industrial or Occupational Health, Construction Management, Planning, Manufacturing, Aviation, or any education that provides the KSA's is preferred.

    Four (4) years of total credited experience.*
    Four (4) years of experience in safety within transit, manufacturing, change management, large industrial/manufacture operations or a similar industry are required.
    Four (4) years of experience in the safety field, including: transportation, commuter or heavy rail, fleet safety, aviation, manufacturing, construction, oil and gas safety, public health, or other applicable dedicated safety job role are preferred.
    Four (4) years of experience in safety management systems, change management, industrial hygiene, ISO lead auditor, project management, data analytics, six sigma, kaizen or lean manufacturing are preferred.
    The following licenses/certificates are required within three (3) years of employment:
    -PTSCTP - Public Transportation Safety Certification Training Program
    -TSSP - Transit Safety and Security Program (Bus and Rail)

    The following licenses/certificated are preferred:
    -ARM, OHST, CHST, STSC, ASP, CSP or CIH (Professional Safety Certification)
    -OSHA 30-hour General Industry or Construction Industry Training
    -OSHA #510 Occupational Safety and Health Standards for the Construction Industry
    -OSHA #500 Trainer Course in Occupational Safety and Health Standards for Construction
    -HAZWOPER Certification
    Possession of current/valid Class "C" license issued by Oregon or Washington; ability to pass a driving record check meeting TriMet driving record standards.

    The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

    Salary offers will be determined by a candidate's education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet's salary administration process will ultimately determine the final salary offered.

    Flexible Spending Accounts
    • Health Care Spending Account - Allows employees to set aside pre-tax dollars to pay for medical, vision, and dental expenses not covered by their health plan.

    Childcare Reimbursement Account
    • TriMet will contribute up to $150 to a Childcare Reimbursement Account every month for employees who contribute a minimum of $25 per paycheck into a Dependent Care FSA and are employed with TriMet for six continuous months or more. This contribution is for qualified childcare expenses incurred in the month contributed.
    Long-Term Disability Insurance
    Available to eligible, non-union employees working at least 20 hours/week, 90-day waiting period, pays 60% of the employee's salary to a maximum of $10,000/month.

    Life and Accidental Death & Dismemberment (AD&D) Insurance
    Basic Life and Accidental Death & Dismemberment (AD&D) Insurance - TriMet provides Basic Life and AD&D Insurance to assist employees and their families in the event of death or dismemberment.
    Benefit Amount: 1x annual earnings, $150,000 max

    Voluntary Life and AD&D Insurance - Employees may purchase additional life and AD&D insurance for themselves, spouse/domestic partner, and their child(ren). Employees pay the full cost for this insurance and must elect coverage for themselves in order to elect coverage for their dependents.

    Employees may purchase one or more of the following voluntary coverages:

    Voluntary Life and AD&D Insurance - Employees may purchase additional life and AD&D insurance for themselves, spouse/domestic partner, and their child(ren). Employees pay the full cost for this insurance and must elect coverage for themselves in order to elect coverage for their dependents.
    Hospital Indemnity insurance helps keep your finances on track when you are in the hospital. It pays you or a covered family member directly and you can use it to help cover costs such as copays, deductibles and living expenses.
    Critical Illness insurance can help with costs from a serious illness that your medical insurance does not cover. It pays you or a covered family member a lump sum to use toward expenses like deductibles, groceries or childcare during recovery.
    Accident insurance can help with costs that medical insurance does not cover if you are hurt in an accident. It pays you or a covered family member directly and you can use it toward your deductible, copay or daily expenses during recovery.

    Pension
    Defined Contribution Plan 401(a)
    TriMet provides a defined contribution pension plan to non-union employees. TriMet matches the equivalent of 10 percent of a non-union employee's base pay into an investment account each pay period. The employee also has the option of contributing up to 15 percent of his/her base pay pre-tax to the account each pay period. The employee directs the investment of the employee's individual account. The employee is vested in the account after three years of service.

    Deferred Compensation Plan 457
    A Deferred Compensation Plan Section 457 (a plan for public employees) allows the employee to build retirement savings with pre-tax dollars to supplement pension, Social Security and private investment.

    Sick Leave
    Employees receive 12 sick days of leave for a total of 96 hours (8 hours x 12 days) each January 1. Unused sick leave can be carried over to a maximum of 1,700 hours (212.5 days). Employees hired mid-year receive a prorated amount of sick leave for the first year hired. Upon separation, 60% of accrued sick leave is deposited into your 401(a) account up to a maximum of 1,700 hours.

    Holidays
    Non-Union employees have one day off with pay on each of the following holidays: New Year's Day, Martin Luther King Jr. Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving, the day following Thanksgiving, and Christmas.

    Personal Days
    Each regular non-union employee is allotted six (6) personal days with pay to be used within the calendar year. Employees hired mid-year receive a prorated amount of personal day for the first year hired.

    Vacations
    Employees accrue vacation eligibility for each continuous full year of service effective on the date of hire anniversary. For employee hired on or after November 15, 2012, the following schedule will apply:

    *During the first year of employment with TriMet if employment is terminated the three weeks of vacation are not eligible for payout. Other than during the first year of employment, if employment is terminated, both the employee's banked vacation, and the vacation that has accrued ratably since the employee's last date of hire anniversary is eligible for payout in accordance with this policy.

    Free Transit Pass
    All active employees, their spouses/domestic partners, and eligible* dependents are eligible for a photo identification badge, which is honored as a bus/MAX pass on all lines of the District.
    *Child dependents are eligible for a free transit pass up to age 19, or age 24 if living at home and attending school full-time.

    Employee Learning and Development
    TriMet provides a range of classes, including instructor-led classes (ILT), virtual instructor-led (VILT) classes, and eLearnings for all employees, including online learning with 1000s of available modules. Instructors include external facilitators who are leaders in their field and internal subject matter experts. In addition to classes, Our Learning Program provides support services and leadership development offerings. Classes are free for employees!

    Tuition Reimbursement
    TriMet encourages employees to further their knowledge, skills, and job effectiveness through higher education in degree programs or through individual coursework from an educational institution reasonably related to the District's business and/or the employee's job. TriMet will reimburse 90 percent of tuition, books, and fees required for eligible coursework, up to a maximum of $5,250 each year, following satisfactory completion of coursework. Reimbursement is subject to TriMet's available funding of the program.
