Job Overview

The AFRL Materials and Manufacturing Directorate seeks to hire a motivated, skilled, and experienced senior-level Scientist or Engineer to serve as a program manager and customer engagement lead for the Biotechnology Advanced Development Team in the Biomaterials Branch in the Photonic, Electronic and Soft Materials Division. This job announcement will be accepting candidate submissions until 1700 EST on 13 Aug 24.

Position duties include, but are not limited to:
  • Manages a diverse portfolio of advanced development programs in biotechnology to develop capabilities that meet Department of the Air Force (DAF) requirements. Notable capability areas include agile infrastructure, resilient supply chain, advanced biomaterials, biomanufacturing, and human-machine interfaces, among others.
  • Engages with academic, industrial, government (DoD/interagency), and allied stakeholders in biotechnology development. Key activities include identifying funding and/or partnership opportunities, understanding warfighter needs and DAF requirements, informing DoD and national policy, developing transition partnerships/agreements, and developing strategies to accelerate technology development and transition.
  • Represents AFRL/DAF/government interests in industry-led forums and consortia, typically through advisory and/or governing boards.
  • Identifies opportunities to accelerate commercialization of emerging biotechnologies under development by AFRL and/or its collaborators through a variety of mechanisms, including government-funded programs and public-private partnerships.
  • Performs technology assessments in a system-of-systems context. Applies model-based systems engineering and military worth analysis, using systematic, disciplined, and quantitative (i.e., data-driven) approaches to prioritize and manage projects related to biotechnology.
  • Determines how to best accomplish biological science objectives, develops, and evaluates alternatives, designs and conducts experiments, analyzes and interprets results, publishes papers and technical reports, delivers presentations of results, and monitors in-house activities.
  • Coordinates with leadership and support offices (i.e., contracting and financial) on all phases of program development: establishing strategy, preparing Broad Agency Announcement (BAAs), overseeing source selection, maintaining contractual documents, receiving deliverables (including technical reports), and conducting reviews.
  • Develops and maintains strategic partnerships within and outside of AFRL.
  • Maintains technical and programmatic cognizance of outside technological and research projects and programs; reports status to peers and senior leaders as required.
  • Organizes, manages and participates in workshops and technical exchange meetings as required.

The position is open to current AFRL Civilian Employees at the DR-03 level only. This position will be filled at the DR-03 (GS-14 equivalent) and is located at Wright-Patterson Air Force Base in Dayton, Ohio.

Required Qualifications

  • US Citizenship
  • Possesses a professional science or engineering degree, in a relevant technical field, from an accredited (or ABET accredited for engineering) academic institution.
  • Biomaterials Scientist or Biomaterials Engineer Position designation
  • Must possess and be able to maintain a Secret clearance.
  • Must be able to obtain Acquisition Professional Development Program (APDP) Level II (Practitioner).
  • Self-motivation, a creative attitude, and a passion for biotechnology.

Desired Qualifications

  • Biomaterials Scientist, Biomaterials Engineer,
  • Ph.D., in biomolecular sciences, bioengineering, chemical engineering, microbiology, biochemistry, chemistry, material sciences, and related fields.
  • 10 or more years of experience in a research & development organization, including a minimum of 3 years of program management experience and 3 additional years of professional research experience in biotechnology, molecular biology, biomaterials, or related fields.
  • Demonstrated effective oral and written communication, including technical reports and briefings.
  • Experience in project management including development, oversight, and reporting.
  • Demonstrated strong team player characteristics and leadership, including supporting successful professional development of others through mentorships.
