The Building Design and Construction Division is an award-winning organization responsible for implementing all major building, renovation and major capital renewal projects identified in the Fairfax County Capital Improvement Program, including fire stations, libraries, courts, police stations, office buildings, maintenance facilities, parking structures, human services facilities and other major infrastructure and public-private partnership projects.
This position plays a lead role and sets the strategic direction in the development of complex projects include multifaceted, inter-departmental and partnership projects, negotiating complex real estate, joint development, and proffer arrangements. Presents projects to boards and authorities as well as community groups. Leads briefings to county leaders on key project issues and provides leadership in making recommendations and coordinating with senior county partners on setting the course of assigned projects.
Acts in the role as a project manager on complex projects to evaluate sites for development; negotiate and manage architect/engineer contracts for capital project development; and prepare and manage project costs to ensure that capital building projects are executed within established budgets and schedules. Coordinates using agency requirements into the design of various county building projects for new construction and major renovations. Reviews plans and specifications for compliance with all local, state and federal code requirements and provides technical review and guidance on complex building design and construction issues.
Directly responsible for management and supervisory oversight of a team of professional architects and engineers assigned with project management responsibility for planning, design, value engineering, budgeting, scheduling, customer satisfaction and quality control for major Capital Facilities building projects. Focus on collaboration and teambuilding with various groups.
Supports the development of capital project budget information in support of the Capital Improvement Program (CIP) and the county's capital construction budget. Provides guidance and consultation to staff, senior management and other agencies on the capital budget issues. Support preparation of budget information and explanatory text for recurring budget cycles and regularly review and report on budget status and performance.
Reports to the County's Emergency Operations Center (EOC) as needed to support DPWES Emergency Response and Recovery and must obtain required EOC certification.
Employees may perform other related duties to meet the ongoing business needs of the organization.

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus, five years of progressively responsible professional experience in the appropriate engineering or architectural field, including one year of supervisory experience.
CERTIFICATES AND LICENSES REQUIRED:
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Ability to go up and down stairs/ladders for multi-story buildings. Ability to hear and properly respond to normal construction alarms and verbal warnings on active construction sites. Ability to perform field inspections at development sites or potential sites for future facilities. Ability to produce handwritten and typed documents. Must be able to physically walk, negotiate or traverse rough terrain and typical construction sites. All duties performed with or without reasonable accommodations.

- Senior level project management experience including planning, scope, and budget development on both a project and program level.
- Proven leadership on negotiating complex real estate, public private partnership, joint development, and proffer arrangements for projects and has played an active role in pursuing economic development opportunities for projects.
- Leader in providing strategy for process improvement and organizational development, safety training and awareness, employee development, quality assurance, sustainable development.
- Demonstrated expertise in developing innovative and efficient project management practices for the expedited completion of capital projects.
- Experience and knowledge of the development of Capital Project Budget and Capital Improvement Program (CIP) related to design and construction of buildings, including extensive knowledge of practices for various types of buildings in architectural or mechanical, electrical, plumbing, and structural or civil engineering field.
- Detailed knowledge of local, federal, and state building and site development codes.
- Information technology skills including use of Microsoft Office software such as Word, Excel, PowerPoint, and Project.
- The candidate must have outstanding oral and written communications skills and experience with providing senior management and executive level briefings as well as public presentations.
