Job Description:
  • Plan and assist leading a project as part of a digital and transformation initiative
  • Provide leadership to project teams, external service providers and contractors e.g. vendor
  • Lead the implementation effort of a public-facing support page; advances the publication and display of Open Data; and develops and promotes LEAN processes related to technology transformation initiatives
  • Identify impact of change, escalate to project sponsor for decision, revise work plans, schedule, and project budget to implement approved changes
  • Promotes client I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources.
  • Provide strategic guidance to organizations with regard to technology modernization initiatives, including analysis and enablement of major business processes through enhancements to IT.
  • Works in partnership with clients, advising them on information technology in order to meet their business objectives or overcome problems, work to improve structure and efficiency of an organization's I&IT systems.
  • The Specialized I&IT Consultant may be used to provide strategic guidance to organizations with regard to Information Management & IT technology, IT infrastructures and the enablement of major business processes through enhancements to IT.
  • Develops processes based on LEAN methodology for current and future state, including documenting value-add process steps and gaps
  • Prepares reports and presentations including options, recommendations, implementation plans, etc.
  • Works with clients to define the scope of a project, determine requirements, and manage the project to execute within timelines
  • Designs, tests, installs and monitors new systems and develops solutions and implementation of new systems
  • Plans and ideates for future enhancements based on user-input; supporting ongoing technical activities and project planning
  • ct as liaison between ITS resources, vendor and project team in resolving technical issues/concerns; monitors production use and recommends improvements
  • Leads and conducts business analysis to assess client's business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined
  • pplies re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches
  • Support the testing team during system and UAT testing of the reports
  • Provide specialized advice and expertise to client groups and for the development of business cases and Treasury Board / Management Board of Cabinet submissions.

Mandatory Requirements:
  • t least 6 years of experience with process design, business analysis and project management of applications/systems

  • 8+ years' experience in business analysis and project management (combined)
  • Experience leading and managing cross-functional teams (e.g. UX designer, web developer, contact center staff) to deploy public-facing content for support, Open Data
  • Experience operating in an agile and product-based methodology to iterate on deployments rapidly
  • Successful resolution skills to resolve issues with stakeholders and address risks and benefits of specific solutions and recommend specific courses of action
  • Liaison as the technical and business advisor/expert on all aspects of project deliverables
  • Strategic ability to identify optimal solutions to meet client needs and provide submissions to facilitate senior level decision-making
  • Proven success in creating and maintaining a detailed project schedule and/or integrated plan.
  • Knowledge of appropriate strategies related to change management, during all stages of projects - concept, definition, planning, implementation and close-out
  • Experience in managing the implementation activities associated with large projects in an I&IT environment
Business Analysis and Technical Skills:
  • Knowledge of BABOK (Business Analysis Body of Knowledge) certification and/or demonstrated knowledge with the key BABOK concepts, tasks, techniques and skills; knowledge of LEAN principles and applying LEAN to processes
  • Demonstrated experience in creating Business Cases, Business Requirements Document, other Business requirements artefacts and testing documentation
  • Documentation skills for business requirements and validate with business clients
