Position Description
Seattle City Employees' Retirement System (SCERS) provides retirement income to thousands of former city of Seattle employees and their beneficiaries. There are approximately 9,740 active employee members, 7,620 retired employee members (or their beneficiaries), and 3,670 deferred members who participate in the plan. SCERS stewards over $4.3 billion in assets.
SCERS Information Technology is responsible for the strategy, planning, implementation, maintenance, operations, and end user support of departmental business applications and operations. It works closely with SCERS's leadership and staff, vendors and external IT organizations to provide technology solutions that support SCERS's business objectives. SCERS IT coordinates with the City of Seattle's Information Technology organization (Seattle IT) for enterprise services and infrastructure.
SCERS's primary enterprise application is a complex Pension Administration System (PAS) which supports all member related business processes from member enrollment to benefits calculation and distribution, CRM and Electronic Content Management (ECM). The system is built on Vitech's V3 software and interfaces with the City of Seattle's Workday HR system and SCERS's financial institution. SCERS will begin a major project in 2025 to upgrade and migrate to Vitech's V3locity SaaS solution.
SCERS is seeking an experienced analyst with a broad range of analytical and technical experience to lead and support department business applications and technology solutions. The ideal candidate is a proactive, creative problem solver with strong analytical, critical thinking, and communications skills, who is looking for an opportunity to participate in all aspects of the software development life cycle and embrace new challenges. This position reports to SCERS's IT and Business Applications Manager and will work under general direction. This position is a hybrid position which works two days per week on-site and three days per week remotely. Job Responsibilities
This technical and business facing role coordinates with IT, vendor, and business stakeholders on the planning, implementation, enhancement, and maintenance of the Pension Administration System (PAS) and other IT initiatives. You will develop in-depth, hands-on expertise with Vitech's V3 and V3locity functionality and tools.
Qualifications
MINIMUM QUALIFICATIONS:
Education: A bachelor's degree in information technology, Computer Science, Business Systems (i.e. informatics), or related field (or an equivalent combination of training and experience which provides the ability to perform the work required).
Knowledge, Skills, and Experience:
Five or more years of combined experience in systems, business or data analysis. Experience implementing or supporting a significant business application. Experience developing test specifications and test scripts (manual). Ability to analyze and resolve complex application issues. Basic use of SQL to develop queries and perform data analysis. Clear written and verbal communication skills. Ability to work under general direction, meet deadlines, and manage multiple priorities.
DESIRED QUALIFICATIONS:
Seven or more years of combined experience in systems, business, data analysis or development. Leadership role on a significant business application. Experience with Vitech V3 or V3locity, Pension/Benefits Administration systems, Workday, CRM, SaaS applications or 3rd party integration. Knowledge on the use of User Experience principles, fraud prevention solutions and cybersecurity best practices in the design of user self-service portals. Understanding of cloud services, multi-tiered application architectures, methods of systems integration and relational database structures. Experience managing small to medium projects, vendor relationship management and Statements of Work. Intermediate to advanced SQL skills. Experience using an Agile methodology ideally managed within Microsoft DevOps or Confluence/Jira platform, Microsoft Power BI and SSRS or similar business analytics and reporting tools. Some developer background using tools such as Java, HTML, XML, PowerShell and GitHub.

Work is performed in a small City office environment, and involves an often-heavy workload, pressure of deadlines, and frequent interruptions. The position requires occasional work outside of normal business hours to support operational responsibilities, i.e., systems maintenance that must be performed after business hours.

Job Responsibilities

- Lead PAS planning and release management processes to ensure delivery of a secure, high quality production system. Ensure cross-application solution integrity and test alignment, provide direction on policies and standards, peer review technical artifacts and approve vendor requests. Serve as a focal point for Vitech project management.
- As the technical product owner and analyst for assigned business area, advise stakeholders and contribute throughout the software development life cycle (SDLC) to deliver desired functionality by defining requirements, accurately translating them into user stories, functional and test specifications, collaborating with developers on solution design, prototyping, test planning and execution, creating procedures, and supporting business users. Interact regularly with the vendor on system changes and sign off on results.
- Administer, maintain, and enhance the Pension Administration System (PAS) using no code/low code tools to configure functionality such as business rules, user interface, queries, workflows, and security.
- For the V3locity Migration, advise the SCERS project manager, review and recommend approval of vendor migration plans and deliverables, and ensure a comprehensive test plan.
- Troubleshoot and analyze complex system and data issues to assess impact, identify root causes, recommend solutions and coordinate IT, vendor and business resources to achieve resolution.
- Perform data analysis using V3 query tools and SQL to research issues and address ad hoc data requests; develop reports and dashboards.
- Lead the implementation of new IT initiatives including requirements and concept development, solution research and recommendations, and being primary analyst and vendor technical contact.
- Scope and manage small to medium-sized technology projects.
- Contribute to the improvement of IT business processes and procedures, methodologies and tools.
- Perform other related duties of a comparable level/type as assigned.
