JRAD is seeking candidates for an immediate fill position supporting the Transportation Security Administration. This position is a remote position with preference given to local (Springfield, VA) candidates.

Roles/Responsibilities:
Senior Systems Engineer with engineering and requirements development expertise to support the Transportation Security Administration (TSA).
- Candidate will support the TSA's Acquisition Program Management (APM), Checked Baggage Technologies Division (CBTD).
- The candidate will provide expert engineering and analysis support contributing to the development of requirements artifacts, to include Mission Needs Statements (MNS), Concept of Operations (CONOPS), Operational Requirements Document (ORD), Functional Requirements Document (FRD), System Requirements Document (SRD), and associated interface documentation for current and future transportation security equipment.
- Position includes a telework or fully remote option; however, preference will be given to local (Springfield, VA) candidates.
- Other TSA engineering needs as determined.
Required Skills and Education:
Candidate must possess the following:
- Bachelor's degree is required in mechanical, electrical, or systems/software/computer engineering, or other related disciplines.
- Minimum of twenty years of experience in related systems engineering and requirements development.
- Knowledge of the Acquisition Life Cycle Framework for translating user requirements, mission needs and gaps into functional and system level requirements.
- Experience with DHS or DoD acquisition policy and directives, to include the system engineering life cycle, for the development of operational requirements and writing functional and technical requirements documents such as Mission Needs Statements (MNS), Concepts of Operations (CONOPS), Operational Requirements Documents (ORD) and Technical Requirements artifacts such as a Functional Requirements Documents (FRD).
- Knowledge in systems engineering, MBSE, systems development methodology, and project management. Candidate will promote, develop processes, and leverage MBSE methodologies and tools to support requirements development. Experience with Magic Draw, Cameo Systems Modeler, Rational Rose, DOORS (Dynamic Object-Oriented Requirements System), or any of their extensions, or competing vendors' tools.
- Candidate must have Explosive Detection System (EDS) engineering knowledge, expertise and experience tied to:
- Understanding of progressive detection standards and EDS performance against the different detection standards, evaluation of density and effective atomic number images and their relationship to the detection process
- Threat detection (explosive and PI) algorithms, methods, and implementation techniques
- Review of engineering change requests, including evaluation of OEM data, validation process of the data, ability to perform comparison between existing specifications and proposed changes
- End of Life considerations, planning, and processes
- X-ray Image Quality measurements, analysis, and evaluation using OEM Operation Test Kits (OTKs), ANSI N42.45 EDS Image Quality Standard, and general industry standard image quality evaluation techniques and methods
- EDS configuration management
- EDS interfaces covering mechanical, electrical, human interface, and data exchange
- EDS integration with a BHS and data bilaterally exchanged
- Application of X-ray Image Quality Parameters to system image acquisition and automated threat detection performance
Security Clearance:
Candidate must;
- Be able to pass DHS suitability screening or DHS financial responsibility standards.
- Have or be eligible to receive a DHS Secret security clearance. Existing Secret Clearance is a plus.
