I-TECH is a center in the University of Washington's Department of Global Health. I-TECH has projects in more than 20 countries, and its staff worldwide work in partnership with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners. I-TECH supports the development of skilled work forces and overall health systems strengthening with a focus on sustainability and transition to local ownership. The Capacity Building for Sustainable HIV Services Award is funded by Health Resources & Services Administration (HRSA) with the goal to improve health outcomes for PLHIV along the HIV care continuum by building sustainable health systems, including a global workforce with the right skills, mix and distribution to responds to HIV and other population health priorities. In India I-TECH partners with the International Training Education Center for Health Private Limited (I-TECH India) to support Government of India's National AIDS Control Organisation (NACO) to achieve the UNAIDS 95-95-95 targets through technical assistance for care and treatment interventions. The project provides support at above site level to both national and state level, to make health systems robust and well-organized.

The Senior Technical Advisor will be responsible for providing technical assistance to I-TECH India PLC and the India program. This includes mentoring, providing technical assistance, monitoring workplans, quality of program and deliverables.

DUTIES AND RESPONSIBILITIES

Technical Assistance, Oversight and Quality Assurance:

  • Provide technical assistance to NACO and State AIDS Control Societies (SACS) on planning, implementation, and evaluation of HIV prevention, care, and treatment services under India's National AIDS Control Program (NACP).
  • Provide technical assistance on HIV services at NACO's HIV Centers of Excellence and priority ART Centers in India.
  • Conduct regular reviews and assessments of program activities and interventions in India to identify areas for quality improvement.
  • Monitor project progress against adopted work plans, I-TECH standards, and Operating Principles, addressing technical, quality, and teamwork challenges, as needed, to maintain project momentum.
  • Network with other HQ technical staff to promote knowledge sharing and learning across teams.
  • Support the development and dissemination of technical briefs and best practices documents.
  • Plan quality assurance mechanisms to ensure high standards of program delivery.
  • Develop corrective action plans and propose their implementation.
  • Participate in I-TECH HQ and I-TECH India team meetings and provide critical input.
  • Represent I-TECH or the Country Office in meetings with ministry officials, funding agencies, or partner organizations.
    Program Planning:
  • Work with Country Office leadership, PIs, and funders in defining grant program or project deliverables, developing project plans and budgets, identifying positive health outcomes, and directing team members in accomplishment of their duties.
  • Collaborate with Team Members in identifying opportunities, approaches, and tactics for providing technical assistance and capacity building to the ministries of health and local partners.
  • Assess the viability of approaches and activities proposed by stakeholders that may not be strongly supported by accepted theory or experience, advocating for a higher level of technical quality where appropriate.
  • Support the I-TECH India technical teams in planning activities and sub-activities outlined in the work plan within the specified quarters and monthly timelines.
    Capacity Building:
  • Support the e-learning team in developing training materials (clinical and technical) and tools to enhance the capacity of health professionals.
  • Provide clinical and technical mentoring to the I-TECH India technical team to ensure innovative capacity-building strategies and the sustainability of interventions.
  • Supervise capacity-building and e-learning activities, including DLS programs and UW courses.
    Data Analysis and Reporting:
  • Oversee program data collection, analysis, and interpretation and provide feedback.
  • Work with PI and collaborate with I-TECH India team on identifying dissemination opportunities such as manuscripts, abstract submissions to conferences etc.
  • Support I-TECH India in developing project reports as needed.
  • Review program progress reports to CDC, HRSA, and NACO and provide feedback.
    MINIMUM REQUIREMENTS
  • MD (infectious disease and/or sexual health focus) or PhD or equivalent Doctoral Degree in Public Health/ Global Health (DrPH/DrGH).
  • 2 years clinical experience managing HIV programs.
    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
    ADDITIONAL REQUIREMENTS
  • Previous experience providing technical assistance and capacity development for the planning, implementation and evaluation of national level public health programs.
  • Proficiency speaking/writing in Hindi or other Indian language is desired.
    WORKING ENVIRONMENTAL CONDITIONS
  • This full-time, 100% position is based at the I-TECH offices at the UW in Seattle. The Sr. Technical Advisor requires up to 20% travel to countries that often lack adequate public health and safety infrastructure. Travelers must be prepared to follow the UW and US government recommended precautions and prophylaxis for travel safety and disease prevention. The Sr. Technical Advisor requires frequent participation in early morning and late evening telephone conference calls in order to accommodate time zone differences between Seattle and its country project sites. I-TECH operates within a grant-funded environment. Due to this, the total amount of this position's FTE may fluctuate based on program funding and needs.
