The Position
Job Appointment: Full Time

Typical Schedule: Monday - Friday 7 am - 3:30 pm

Work Location: Hybrid - 1900 SW 4th Avenue, Portland, OR 97201. Remote work must be performed within Oregon or Washington. For more information, The current schedule for this position is hybrid. Employees are expected work on site 50% of the time. The City is reevaluating a return-to-office (RTO) policy which could change in-person requirements with notice. Position Summary:
Senior Tree Inspectors plays a key role in the implementation of the City's , combining advanced technical expertise in tree assessment with leadership responsibilities. In this role, you will lead, train and guide a team of Tree Inspectors in field-based assessments and compliance checks across Portland. You'll be responsible for ensuring trees are preserved, maintained, and managed according to code through on-site evaluations, risk assessments, and comprehensive permit review processes. Within Portland Parks and Recreation (PP&R) this position requires collaboration with the Permitting & Regulation Supervisors and operates under the guidance of the Permitting & Regulation Manager and City Forester. Within Portland Permitting and Development (PP&D) this position requires collaboration with other City infrastructure bureau supervisors, PP&R Urban Forestry, and operates and under the guidance of the Public Works Permitting Review manager. As a Senior Tree Inspector, you'll have a direct impact on maintaining and enhancing Portland's urban canopy. Your expertise and leadership will contribute to a greener, healthier city while supporting the sustainability goals that make Portland a vibrant place to live.

  • Portland Parks & Recreation (PP&R)

What you'll get to do:
  • Lead and Train the Tree Inspector Team - Provide direction, training, and quality control for Tree Inspectors and new employees, ensuring work is accurate, timely, and aligned with program goals. Identify training needs and recommend improvements.
  • Conduct Reviews and Inspections - Perform case reviews for permits, interpret site plans for compliance, and conduct field assessments related to tree preservation, removal, pruning, and planting. Issue permits and provide technical expertise through written analyses.
  • Foster Collaboration and Positive Work Culture - Build relationships within the City, partner with leadership and infrastructure bureaus, and create a work environment that values safety, equity, quality, and productivity.
  • Support Appeals and Reporting - Lead the team in preparing for and presenting appeals, develop and deliver presentations, and monitor and report on work group responsibilities through quantitative and qualitative analysis.
  • Advance Equity and Inclusion - Commit to racial justice, diversity, and dismantling institutional racism within the Bureau and City. Promote equitable practices in tree regulation and public engagement.

Urban Forestry's mission is to manage and ensure Portland's urban forest infrastructure for current and future generations. Portland's urban forest is valued at over $9 billion and comprised of over 1.2 million park trees, 240,000 street trees and 2.9 million private property trees. The Urban Forestry team is responsible for the overall management, stewardship, and improvement of this essential infrastructure system.
