SUMMARY: Provides in-depth analysis and support to the Legal and Valuations Departments in assessment challenges involving real and tangible personal property.

SUMMARY: Provides in-depth analysis and support to the Legal and Valuations Departments in assessment challenges involving real and tangible personal property.
DUTIES AND RESPONSIBILITIES: The essential duties of the Senior Valuations Advisor include, but are not limited to the following:
- Assist the General Counsel & Chief Deputy Property Appraiser in the auditing of valuation cases in preparation and defense of assessments in VAB hearings and circuit court proceedings.
- Oversee, analyze, and review valuation data received in connection with assessment challenges in VAB hearings and circuit court proceedings, compare and evaluate potential courses of action, and formulate strategic recommendations for addressing challenges.
- Research and assemble data supporting property assessments for use at VAB hearings and circuit court proceedings.
- Provide factual and/or expert testimony in VAB hearings and circuit court proceedings.
- Oversee the review appraisal expert work product and testimony in connection with assessment defense in VAB hearings and circuit court proceedings.
- Assist the Valuations Department in the valuation of complex properties.
- Collaborate with the Valuations Department to ensure compliance with appraisal and statistical requirements in connection with tax roll approval.
- Provide guidance to the Valuations Department regarding the calibration of computer assisted mass appraisal models, updating of a present worth table, assessment methodologies and current trends in the appraisal industry.
- Attend field inspections of real and tangible personal property involved in assessment challenges.
- Meet with taxpayers, their agents, or other representatives to discuss property tax assessment issues.
- Work closely with outside legal counsel and governmental agencies, as necessary.
- Perform other duties as assigned. Duties, responsibilities, and activities may be modified at any time by the Property Appraiser based on the needs of the agency.
SUPERVISORY RESPONSIBILITIES: This position does not have any direct reports.
SKILLS AND QUALIFICATIONS:
- Years of experience: Must have at least ten (10) years of experience in commercial real estate appraisal, assessment, or a combination of both. Must have at least five (5) years of experience in residential real estate appraisal, assessment, or a combination of both. Experience in tangible personal property appraisal or assessment is preferred but not required. Must have at least three (3) years of prior expert witness experience in appraisal, assessment challenges, or a combination of both.
- Education: A bachelor's degree from an accredited college or university with major coursework in business administration, public administration, real estate, or related fields. Master of Business Administration (MBA) is preferred.
- Substitution: Each year of required education may be substituted by one(1) year of work experience. Each year of required work experience may be substituted by 5 years of additional education.
- Certificates, licenses, and registrations: A Florida State-Certified General Appraiser license is required. A Certified Florida Evaluator (CFE) designation from the Department of Revenue must be obtained within two (2) years of employment. Enrollment in required classes is dependent upon availability, department needs, and budgetary allocation.
- Additional skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations. Proven attention to detail, reliability and outstanding organizational skills, and ability to prioritize multiple projects under minimal supervision.
- Language Skills: Bilingual in English and Spanish preferred but not required.
