About the Chief Strategy Office

The Chief Strategy Office (CSO) leads and oversees the development, communication, and execution of the NAACP's mission-driven strategies. The CSO is primarily responsible for the alignment and integration of the Association's goals throughout all levels of the organization. This focus includes various high-impact initiatives, leveraging strategies leading to sustainable growth, a comprehensive policy agenda, and innovation.

About the Senior Vice President, Global Policy and Impact

Working with the Chief Strategy Officer on the execution of all strategic goals, the Senior Vice President, Global Policy and Impact (SVP) is a dynamic and innovative leader. This position is responsible for implementing ambitious strategies designed to advance the NAACP's mission through policy advocacy, power-building, and systems change.

The ideal candidate is results-driven and an experienced public policy professional passionate about advancing civil rights. Collaborating closely with executive leaders, the SVP will promote the value of civil society in addressing global challenges. Guided by our strategic vision, the SVP will work to amplify the NAACP's role domestically and internationally.

The SVP will direct, develop, implement, manage, and evaluate NAACP's public policy activities to achieve the organization's goals. The role focuses on the NAACP's global response to building resilient futures by addressing key systemic issues on a international, federal, state, and local level. This role will ensure smooth transition from long-standing capacity building programs to new initiatives aligned to core strategies and focused on innovation.

The SVP liaises with elected and appointed officials, federal and state agencies, non-profit organizations, public policy think tanks, academics, and affected people and communities. The role supports the NAACP's development goals and provides thought leadership for the organization. The SVP also plays a key role in shaping the vision and structure of the Policy and Legislative Affairs team, including hiring and developing staff, and planning for its growth and sustainability.

RESPONSIBILITIES/DUTIES
  • Participate in implementing the organizational strategic plan, ensuring the alignment of activities with the organization's strategic goals.
  • Collaborate with the Chief Strategy Officer, developing and directing innovative strategic initiatives to drive impact.
  • Spearhead a visionary, comprehensive policy strategy.
  • Provide political insight and recommendations to the Chief Executive Officer, Chief Strategy Officer, and senior leadership to advance the NAACP agenda and mitigate real or perceived conflicts of interest.
  • Collaborate with a wide range of partners to position and leverage NAACP's brand for maximum impact in creating policy and systemic change.
  • Assist teams in their efforts to engage with our members with lived expertise of the initiatives, policies, and issues that are NAACP's focus areas.
  • Develop, lead, and facilitate internal processes around cross-policy and cross-team collaboration and effectiveness.
  • Evaluate staffing needs and coordinate talent acquisition activities (hire, manage, and mentor) to develop high-functioning teams.
  • Supervise and manage vice presidents for Policy and Legislative Affairs.
  • Provide effective management and oversight of the Policy and Legislative Affairs team and develop and monitor key performance indicators.
  • Work with the Chief Strategy Officer to monitor and manage the team budgets.
  • Develop and maintain infrastructure, including tools and resources, to support NAACP's public policy work.
  • Implement key internal processes to ensure efficiencies and strengthen systems.
  • Maintain strong relationships with stakeholders, partners, and constituents to leverage federal policy debates in effective ways.
  • Evaluate NAACP's role in the progressive policy infrastructure, identify areas for greater effectiveness, and develop strategies for maximizing the impact of the work.
  • Oversee key research and policy analysis.
  • Provide support to NAACP members on key public policy issues.
  • Serve as a spokesperson on the NAACP's work and policy positions to various audiences (media, policymakers, funders, and state and national partners, etc.).
  • Serve as an advisor to executives and senior leaders on federal policy issues, engagement strategies, and the intersection of federal and state policies.
  • Partner with the Development team to conceptualize projects.
  • Evaluate policy, press statements, and partnerships in conjunction with the development office.
  • Work with the Chief Strategy Officer to identify fundraising opportunities and engage in efforts to secure and retain funding.
  • Manage relationships with donors.


QUALIFICATIONS

Educational/Professional Experience
  • Master's degree in Public Policy or Juris Doctorate preferred, but bachelor's degree in a relevant field of study or equivalent experience accepted.
  • 15+ years of experience working on federal or state legislative issues or at a non-governmental organization with a robust federal or state level advocacy program.
  • Experience on political campaigns preferred.
  • The ideal candidate will demonstrate expertise in advising on legislative issues and a high level of political acumen.
  • Strong networks and contacts at the federal, state, and local levels.
  • Exceptional analytical, research and organizational skills a must.
  • Background and a deep understanding of program design, implementation, monitoring, and management.
  • Demonstrated experience in achieving systems and community change.
  • Experience in developing, implementing, and monitoring strategic and operational plans and excellent planning and analytical skills.
  • Successful experience in hiring, developing, motivating, and managing mission-driven, fast-paced, high-functioning teams and experience with conflict resolution.
  • Thorough understanding of federal authorization and legislative and regulatory processes.
  • Extensive communication expertise with an emphasis on effective writing, public speaking, meeting facilitation, interpersonal communication, and developing and delivering presentations.
  • Experience in budget development, management, and oversight.
  • Excellent time management skills and the ability to handle multiple projects at once and adapt to a swiftly changing environment.
  • Demonstrated experience using and understanding data to inform decision making.
  • Proven ability to work in culturally and ethnically diverse environments.
  • Strong interpersonal skills and ability to work effectively with a wide variety of people and organizations, including senior-level corporate, philanthropic, public-sector representatives, and community leaders.
  • Demonstrated commitment to civil and human rights.
  • Ability to thrive in a fast-paced, deadline driven environment.
  • Proficient in Microsoft Word, Excel and PowerPoint.
  • Excellent time-management and prioritization skills.
  • Must be able to perform with minimal supervision and function well in a cooperative team environment.
  • Ability to exercise good professional judgment and ethical behavior in handling sensitive material with discretion.
