We are looking for a detail-oriented, experienced construction oversight professional to manage and inspect water infrastructure projects across Central Florida, ensuring construction quality and compliance with OUC standards while supporting cost-effective project delivery.
In this role, you will be responsible for overseeing water main replacement and distribution construction projects from pre-construction through final inspection. You will provide hands-on, contract-level oversight, coordinating with contractors, inspectors, engineers, and local agencies to ensure all work meets OUC's engineering standards, safety regulations, and quality expectations.
As a key liaison between engineers, project managers, contractors, and local agencies, you will also mentor junior inspectors and support OUC's capital improvement goals. You'll serve as a subject matter expert on OUC's water distribution construction standards, track project progress using ePETS, maintain accurate inspection logs and as-built documentation, and ensure compliance with local, state, and federal standards.
We're looking for a seasoned inspector with strong technical expertise, field leadership, and a talent for coaching others. This individual will provide hands-on guidance, foster team development, and help control costs by delivering proactive, in-house oversight that keeps complex projects on schedule and within budget.

- High School Diploma or GED and at least eight (8) years of experience in water distribution construction or design, including a minimum of five (5) years in water distribution inspection (experience as a Field Technician, Engineering Technician, or Construction Manager is preferred)
- Proven experience in administering large-scale infrastructure projects, collaborating closely with contractors, engineers, and local agencies to ensure quality, safety, and compliance
- Strong technical knowledge of water distribution systems, construction methods, and safety standards, with demonstrated contract-level oversight capabilities
- Proficiency in reading and interpreting engineering plans, specifications, and project documentation, including the use of digital tracking tools and maintaining accurate inspection records
- Excellent communication and conflict resolution skills, with the ability to navigate complex field dynamics and maintain productive working relationships with diverse teams and stakeholders
- Valid Florida driver's license and the ability to travel to project sites across Central Florida

Job Purpose:
Manage and inspect OUC water infrastructure construction projects. Manage construction projects at the contract level and provide guidance to contractors on OUC installations and materials to meet OUC standards and specifications.
Primary Functions:
- Coordinate, review, and inspect the work of internal/external contractors to ensure assets are installed per OUC design standards;
- Manage OUC construction contracts;
- Coordinate with OUC inspectors from the Water Distribution group;
- Assist the contractors with reading/interpreting OUC drawings and ensure the contractors are performing work that meets OUC standards and specifications;
- Communicate with OUC Engineers and update them on the status of their jobs; Provide feedback to Engineers and management regarding contractor's work progress as well as daily project report form preparation;
- Communicate and schedule inspections with contractors;
- Utilize ePETS to schedule, update project status, and completing invoicing;
- Track and maintain inspection logs by recording contractors daily progress including disapproved/corrective/final inspections that were communicated to the contractor;
- Coordinate with OUC Engineers/Supervisors, OUC construction, outside contractors and local agencies in order to plan/construct, and resolve problems on OUC projects;
- Assist in preparing contracts and modifying existing contracts to ensure competitive pricing;
- Act as a liaison between the Commission, customers, contractors, and local governmental agencies;
- Interpret Florida Department of Transportation, Civil Drawing, Plan View, and Plan/Profile drawings;
- Assist in resolving conflicts as it relates to the interpretation of the OUC water main construction;
- Demonstrate ability to accurately give functional direction to contractor and support personnel;
- Pre-check work site to ensure project is ready for OUC contractor;
- Review and approve invoices for accuracy and compliance with OUC contract documents;
- Maintain accurate "As-Builts" and submit to Engineers upon completion of project;
- Conduct final job site inspection ensuring project completion, verifying unit items for as-built and invoicing;
- GPS locate all the underground structures that the contractor installs;
- Track and maintain project cost in relation to the current purchase order;
- Coordinate RFIs, Shop Drawing Submittals; Change Orders, and other construction related paperwork;
- Coach and mentor inspectors in project inspection and construction contracts;
- Perform other duties as assigned.
Technical Requirements:
- Working knowledge of all, but not limited to, the following:
- OUC Standards and practices to include: Safe work practices manual, OUC contract specification and drawings, contractor MSAs, and OUC construction standards manual;
- OSHA Standards manual;
- Use of Enterprise One ePETS search for project status, scheduling, work complete, pay invoices, and reports;
- Review and approve project invoice insuring compliance with contract documents;
- Equipment (i.e. 4WD Pick-up truck with radio, iPhone, handheld GPS device, Measuring wheel);
- Familiarity with all, but not limited to, the following:
- Florida Department of Transportation (FDOT) standards to include: Roadway and Right- of-way standards, Civil drawing, Plan & profile drawings, Intermediate traffic control, and standards OUC Engineering Manual;
- Roadway Specifications to include: FDOT, Orange County, City of Orlando, Edgewood, Winter Park, and Bell Isle;
- Software Applications to include: ePETS;
- Related industry, organizational and departmental policies, practices, and procedures, legal guidelines, ordinances, and laws;
- Laser level and/transit with grade rod;
- Permits by local governing agencies
- Ability to :
- Make arithmetic computations using whole numbers, fractions and decimals, rates, ratios, and percentages;
- Calculate station numbers and elevations from civil drawings;
- Compute calculation of square feet, cubic feet, square yards, cubic yards, and tons of asphalt to apply 2' road lifts;
- Use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).
Education/ Certification/ Years of Experience Requirements:
- High School Diploma or GED;
- Minimum of eight (8) years Water Distribution Construction or Water Distribution Design experience to include:
- A minimum of five (5) years of Water Distribution Inspection experience;
- Experience as a Field Technician or Engineering Technician, preferred;
- Valid Driver's License;
- Special Training and Licenses required within one (1) year of hire:
- Greater Orlando Aviation Authority access training and security badging;
- Confined/Encloses Spaces Course OSHA Standard CFR 29-1910.146;
- Trenching/Excavation-Competent Person-OSHA Standard CFR 29.1926.650;
- Florida Department of Transportation (FDOT) Maintenance of Traffic Intermediate Course;
- Cardiopulmonary Resuscitation/AED/First Aid-Blood Borne Pathogens;
- OSHA 10-hour Occupational Safety and Health Training Course;
- Special Training and Licenses required within two (2) years:
- OSHA 30-hour General Industry Training;
- OSHA 30-hour Construction Training;
- Florida Department Environmental Protection (FDEP) Water Distribution System Operator Level 1
