THE POSITION:
THE OPPORTUNITY
Do you have a background in evaluating and informing policy in support of water supply reliability goals? The Agency is seeking an analytical individual to serve as its next Senior Water Resources Analyst. The ideal candidate will have excellent critical thinking and writing skills to help evaluate and frame issues for executive management. As a Senior Water Resources Analyst, you will contribute to the success of our Agency by providing insightful analysis regarding draft external policies and regulations governing the Agency's operations and its interface with external agencies, such as the Agency's wholesale water distributor, Metropolitan Water District.
The successful candidate will perform a wide range of professional tasks, including: working with subject matter experts to evaluate regulatory and other proposed external policies to assess and document potential impacts and subsequently to promote preferred outcomes through a variety of approaches including letter-writing and testifying before governmental bodies. The successful candidate will represent the Agency at water-related meetings and conferences and stay informed of relevant statewide and federal water policies and regulations to intelligently interpret the potential impacts of external policies.

Under direction, independently performs complex analysis and project management duties in support of the Agency's water programs, policies and initiatives; maintains positive working relationships with staff of member retail agencies, the Metropolitan Water District, and other regional agencies; liaises, coordinates and collaborates with other Agency departments and outside agencies in the development and management of regional programs; communicates effectively, proactively promoting the advancement of the Agency's strategic priorities; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
The Senior Water Resources Analyst is an advanced journey-level professional classification. Incumbents are responsible for planning, overseeing, coordinating, directing and integrating a wide variety of functions and programs, primarily in collaboration with other internal departments and external agencies. Incumbents will be responsible for helping to achieve the Agency's water resources goals, maintaining the integrity of Agency relations with external stakeholders, implementing regional projects, ensuring compliance with and advancing regional, state and federal policies benefitting the Agency and its stakeholders.
The work of this class is broad in scope and requires substantial independent judgement on issues that are complex, interpretive, have Agency and area-wide impact, and are evaluative in nature. The work of this class involves significant accountability and independent decision-making responsibilities. Employees in this class typically report to the Manager of Water Resources and exercise technical and functional supervision over lower-level professional and technical water resources staff.

Analyzes trends related to water management; applies knowledge to address identified problems and promotes integrated and multi-benefitted approaches for addressing complex, multi-agency issues.
Represents the Agency at various water-related meetings, conferences, and functions and before various governmental bodies. Serves as a liaison with outside agencies, organizations, and government officials at the local, regional, and State levels; makes public presentations on topics related to job function.
Prepares a variety of reports, presentations, and correspondence, as needed.
Develops strong working relationships and builds coalitions with governmental agencies and industry associations; promotes policy positions and process outcomes benefitting the Agency and its partnering agencies.
Develops Board letters and provides Agency Committee/Board Presentations. These presentations may include resolutions, program contracts, and various Annual Reports and performance matrices.
Contributes towards applicable grant-writing efforts by researching topics, writing compelling narratives and producing supporting graphs, tables, and other visual aids. Assures compliance with grant contracts.
Assists with the development, management and implementation of department goals, budget, objectives, policies, and priorities for assigned area of responsibility.
For Water Use Efficiency (WUE)
Assumes responsibility for the successful implementation of the Agency's regional water use efficiency program and related activities; develops and implements WUE projects in close coordination with the Agency's retail agencies, Metropolitan Water District, and other agencies; promotes opportunities for the program's design and related water savings to align with the Agency's long-range planning and drought response goals; and, regularly evaluates the program's overall effectiveness and adjusts program parameters as appropriate; produces monthly and annual WUE program performance reports.
In collaboration with Agency partners, oversees the day-to-day management of the Agency's highly complex regional WUE program to meet regional long-term water supply reliability planning and drought response goals within the context of applicable laws, regulations, policies, procedures, and standards.
Manages service providers for all Agency-managed WUE projects. Working closely with the Agency's Contracts Department, develops and implements complex contractual agreements and documents, including statements of work, blanket purchase orders, performance schedules and specifications; evaluates and revises contractual terms and conditions as appropriate. Assists in the preparation of contractor solicitations, such as Requests for Proposals; attends pre-bid briefings; prepares a Scope of Work, budget and other documents; monitors progress and performance against contract requirements; reviews contractor invoices to ensure conformance with contract provisions and budget; monitors project spending and makes adjustments as needed to align with actual activity levels.
Tracks and compiles program activity levels. Prepares activity reports and water-saving studies. Oversees development and submittal of Annual WUE Reports and Business Plans. Contributes to the development of Agency planning documents, such as the Urban Water Management Plan and Water Shortage Contingency Plan.
Responsible for assuring the integrity of the WUE program performance, which may include incorporating Quality Assurance practices such as periodic audits, field inspections, customer satisfaction surveys, etc.
Actively promotes approaches for maintaining and advancing a positive working relationship with the Agency's retail agencies, Metropolitan Water District and other internal and external WUE stakeholders; organizes and hosts program coordination meetings; maintains Agency's microsite with current information related to WUE; seeks opportunities for collaboration and engagement from regional WUE stakeholders; promotes continuous improvement principles; and, highlights the contributions of participating WUE stakeholders when promoting programmatic accomplishments.
Responsible for contributing, maintaining, and researching interactive data analytics, visual reports, and dashboards, including but not limited to, Microsoft Power BI, and providing training and demonstrations to internal and external stakeholders; analyzing, interpreting, and integrating data from outside sources; and attending meetings and conferences to improve knowledge of those respective tools.
For Metropolitan Water District Program and Regulatory Analysis
Responsible for reviewing and evaluating the programs, long-range planning initiatives, legislative, regulatory, and other policy initiatives of the Metropolitan Water District (MWD) for consistency with Agency policies and priorities. Engages in stakeholder processes to promote initiatives benefitting the Agency and the greater region. Supports the policy direction provided by the General Manager and the Agency's representative to the MWD Boards of Directors.
Develops and recommends strategies that plan for, identify and coordinate imported water, surface water, groundwater, recycled water and wastewater supplies, reliability and demand within the Agency's service region; conducts computer modeling and analyses; drafts short- and long-term planning reports and technical documents; compiles, analyzes and reports on water production data; identifies and recommends future facilities/infrastructure projects needed to meet regional service demands, integrating multiple planning documents and water policies/agreements.
Supports the ongoing management of the Agency's relations with the Metropolitan Water District and its member agencies, Santa Ana Water Project Authority (SAWPA), and the Chino Basin Watermaster, among others. Evaluates resource projects and agreements; conducts program assessments; creates monthly analyses, reports, and recommendations. Formulates communication strategies for addressing Agency concerns and priorities; provides strategic planning recommendations in support of Agency programs, projects, and initiatives.
Assumes responsibility for coordinating the Agency's internal Regulatory Analysis program. Triages draft regulatory policies potentially impacting the Agency and routes those in need of review to Agency subject matter experts. Leads roundtable discussions, establishes a plan for collecting comments, undertakes independent analysis, outlines and drafts comment letters, as appropriate, and coordinates with industry advocacy groups such as the California Association of Sanitation Agencies (CASA), WateReuse, and the Association of California Water Agencies (ACWA).
Testifies at public hearings and other appropriate venues, representing the Agency's position on regulatory and other external policy issues. Promotes opportunities for coordinated, multi-agency comment letters when appropriate.
Responsible for contributing, maintaining, and researching interactive data analytics, visual reports, and dashboards, including but not limited to, Excel, Microsoft Power BI, and providing training and demonstrations to internal and external stakeholders; analyzing, interpreting, and integrating data from outside sources; and attending meetings and conferences to improve knowledge of those respective tools.
QUALIFICATION GUIDELINES:
Education, Training and Experience:
Graduation from a four-year college or university with a degree in business/public administration, environmental science, water resources, civil or utility engineering, planning, or a closely related field, and at least five years of professional-level progressively responsible experience in water use efficiency or water resources planning experience; or equivalent combination of education, training, and experience.

Retirement
California Public Employees' Retirement System (CalPERS):
An employee who becomes a "new" member of CalPERS for the first time on or after January 1, 2013 (and who was not a member of another California public retirement system prior to that date) will be enrolled in the CalPERS 2.0% @ 62 benefit formula with a three-year final compensation in accordance with Public Employees' Pension Reform Act of 2013 (PEPRA). New members (PEPRA) will be required to pay half of the normal cost (Govt. Code Section. 7522.30(c)) currently 6.75% of eligible earnings toward the employee contribution.
An employee who is a "classic" member of CalPERS, or a current member of another California public retirement system, who is hired on or after January 1, 2012, will be enrolled in the CalPERS 2.0% @ 55 benefit formula with a three-year final compensation. Classic members shall contribute 7% of eligible earnings toward the employee contribution.
Social Security/Medicare:
Along with CalPERS retirement, the Agency also participates in Social Security and Medicare. The Agency pays 7.65% on your behalf (6.2% Social Security + 1.45% Medicare), and the employee pays 7.65% via payroll taxes.
Medical
The Agency shall make a maximum monthly contribution towards the cost of his/her health insurance as follows:
Agency Medical Contribution
Health insurance is offered through CalPERS, and enrollment is optional with evidence of health coverage from another source. Eligible employees who waive their medical benefit receive a cash incentive payment. Coverage is effective the first day of the month following enrollment.
Dental and Vision Insurance
The Agency offers two dental plans - Delta Dental (PPO) and Western Dental (DPO). Enrollment in one of the plans is mandatory. Coverage is effective the first day of the month following enrollment.
Vision insurance is offered through EyeMed Vision Plan and enrollment is voluntary. Coverage is effective the first day of the month following enrollment.
Flexible Spending Account (FSA) Plan
Upon completion of six months of employment, employees may participate in the Agency's Section 125 Cafeteria Program. Participants in this program may take advantage of tax savings offered through a medical care flexible spending account, a dependent care flexible spending account, or purchase supplemental benefits including critical illness and accident insurance with pre-tax dollars. In addition, employees can purchase supplemental life insurance with post-tax dollars.
Term Life and Accidental Death & Dismemberment (AD&D) Insurance
Life and AD&D insurance is offered through Cigna Life Insurance. Executive Management employees are provided with 1 time their annual earnings up to $300,000. Unrepresented Management employees are provided with an Agency paid $90,000 Life and AD&D policy. Unrepresented non-management, and members of the Supervisors', Laboratory, Professional, General, or Operators' Unit are provided an Agency paid $50,000 Life and AD&D policy. Enrollment into a basic $10,000 Life and AD&D policy is required and paid by the employee. Employees may purchase dependent life, for their spouse and/or eligible child(ren), or additional Life and AD&D coverage for themselves up to $500,000. Coverage is effective the first day of the month following date of hire.
Disability Insurance
Employees are insured by an Agency-paid long-term disability insurance, which will provide income for an employee who is totally disabled from illness, injury, or accident. The basic benefit provides for 60% of the first $10,000 of monthly salary, reduced by deductible income, after a 365-day waiting period. Coverage is effective the first day of the month following the date of hire.
Short-term disability insurance is available through State Disability Insurance (SDI). Employees covered by SDI are covered by two programs: Disability Insurance and Paid Family Leave. Per applicable MOU and/or Personnel Manual, cash-out option available.
Employee Assistance Program
Agency employees are provided access to an Employee Assistance Program (EAP) which provides 24/7 assistance needed to help resolve life's challenges.
401(a) & 457(b) Deferred Compensation
Participation in a 457 deferred compensation plan is available through Empower Retirement. The Agency will contribute $25.00 per pay period to a single 457(b) account for each employee who has made an elective deferral of twenty-five ($25) or more to the plan. Also, participation in a 401(a) Defined Contribution Plan is available within 60 days of hire.
Flexible Work Arrangements
Whenever possible, the Agency strives to be flexible to help employees achieve a balance between work and home responsibilities. Most employees participate in a 4/10 work week.

Vacation Leave

Sick Leave
Employees accrue 96 hours of sick leave annually.

Executive Management and Unrepresented Management employees may receive a monthly vehicle allowance
Safety Equipment Stipend
Members of the Laboratory Unit shall be provided with safety glasses. Payment shall be on a reimbursement basis, not to exceed $250 per fiscal year. Additionally, Laboratory members will receive $300 safety equipment stipend.
Educational Reimbursement Program
The Agency may reimburse eligible employees for the cost of educational courses up to $5,250 per fiscal year for the cost of educational expenses that are related to the employee's work. Limited Term employees are not eligible for this benefit.
Wellness Stipend
Employees not on original probation shall be entitled to a wellness stipend of five hundred dollars ($500) per calendar year. The wellness stipend shall be paid every twenty-fifth (25th) pay period.
Computer Loan Program
Eligible employees may receive an interest-free loan up to $3,000 to purchase a personal computerLimited Term employees are not eligible for this benefit.

Under direction, independently performs complex analysis and project management duties in support of the Agency's water programs, policies and initiatives; maintains positive working relationships with staff of member retail agencies, the Metropolitan Water District, and other regional agencies; liaises, coordinates and collaborates with other Agency departments and outside agencies in the development and management of regional programs; communicates effectively, proactively promoting the advancement of the Agency's strategic priorities; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
The Senior Water Resources Analyst is an advanced journey-level professional classification. Incumbents are responsible for planning, overseeing, coordinating, directing and integrating a wide variety of functions and programs, primarily in collaboration with other internal departments and external agencies. Incumbents will be responsible for helping to achieve the Agency's water resources goals, maintaining the integrity of Agency relations with external stakeholders, implementing regional projects, ensuring compliance with and advancing regional, state and federal policies benefitting the Agency and its stakeholders.
The work of this class is broad in scope and requires substantial independent judgement on issues that are complex, interpretive, have Agency and area-wide impact, and are evaluative in nature. The work of this class involves significant accountability and independent decision-making responsibilities. Employees in this class typically report to the Manager of Water Resources and exercise technical and functional supervision over lower-level professional and technical water resources staff.

Keeps informed of and participates in the development of relevant major water issues, policies, and regulations potentially impacting the Agency as promulgated by the Department of Water Resources, State Water Resources Control Board, California Air Resources Board, Metropolitan Water District, and other external agencies.
Analyzes trends related to water management; applies knowledge to address identified problems and promotes integrated and multi-benefitted approaches for addressing complex, multi-agency issues.
Represents the Agency at various water-related meetings, conferences, and functions and before various governmental bodies. Serves as a liaison with outside agencies, organizations, and government officials at the local, regional, and State levels; makes public presentations on topics related to job function.
Prepares a variety of reports, presentations, and correspondence, as needed.
Develops strong working relationships and builds coalitions with governmental agencies and industry associations; promotes policy positions and process outcomes benefitting the Agency and its partnering agencies.
Develops Board letters and provides Agency Committee/Board Presentations. These presentations may include resolutions, program contracts, and various Annual Reports and performance matrices.
Contributes towards applicable grant-writing efforts by researching topics, writing compelling narratives and producing supporting graphs, tables, and other visual aids. Assures compliance with grant contracts.
Assists with the development, management and implementation of department goals, budget, objectives, policies, and priorities for assigned area of responsibility.
For Water Use Efficiency (WUE)
Assumes responsibility for the successful implementation of the Agency's regional water use efficiency program and related activities; develops and implements WUE projects in close coordination with the Agency's retail agencies, Metropolitan Water District, and other agencies; promotes opportunities for the program's design and related water savings to align with the Agency's long-range planning and drought response goals; and, regularly evaluates the program's overall effectiveness and adjusts program parameters as appropriate; produces monthly and annual WUE program performance reports.
In collaboration with Agency partners, oversees the day-to-day management of the Agency's highly complex regional WUE program to meet regional long-term water supply reliability planning and drought response goals within the context of applicable laws, regulations, policies, procedures, and standards.
Manages service providers for all Agency-managed WUE projects. Working closely with the Agency's Contracts Department, develops and implements complex contractual agreements and documents, including statements of work, blanket purchase orders, performance schedules and specifications; evaluates and revises contractual terms and conditions as appropriate. Assists in the preparation of contractor solicitations, such as Requests for Proposals; attends pre-bid briefings; prepares a Scope of Work, budget and other documents; monitors progress and performance against contract requirements; reviews contractor invoices to ensure conformance with contract provisions and budget; monitors project spending and makes adjustments as needed to align with actual activity levels.
Tracks and compiles program activity levels. Prepares activity reports and water-saving studies. Oversees development and submittal of Annual WUE Reports and Business Plans. Contributes to the development of Agency planning documents, such as the Urban Water Management Plan and Water Shortage Contingency Plan.
Responsible for assuring the integrity of the WUE program performance, which may include incorporating Quality Assurance practices such as periodic audits, field inspections, customer satisfaction surveys, etc.
Actively promotes approaches for maintaining and advancing a positive working relationship with the Agency's retail agencies, Metropolitan Water District and other internal and external WUE stakeholders; organizes and hosts program coordination meetings; maintains Agency's microsite with current information related to WUE; seeks opportunities for collaboration and engagement from regional WUE stakeholders; promotes continuous improvement principles; and, highlights the contributions of participating WUE stakeholders when promoting programmatic accomplishments.
Responsible for contributing, maintaining, and researching interactive data analytics, visual reports, and dashboards, including but not limited to, Microsoft Power BI, and providing training and demonstrations to internal and external stakeholders; analyzing, interpreting, and integrating data from outside sources; and attending meetings and conferences to improve knowledge of those respective tools.
For Metropolitan Water District Program and Regulatory Analysis
Responsible for reviewing and evaluating the programs, long-range planning initiatives, legislative, regulatory, and other policy initiatives of the Metropolitan Water District (MWD) for consistency with Agency policies and priorities. Engages in stakeholder processes to promote initiatives benefitting the Agency and the greater region. Supports the policy direction provided by the General Manager and the Agency's representative to the MWD Boards of Directors.
Develops and recommends strategies that plan for, identify and coordinate imported water, surface water, groundwater, recycled water and wastewater supplies, reliability and demand within the Agency's service region; conducts computer modeling and analyses; drafts short- and long-term planning reports and technical documents; compiles, analyzes and reports on water production data; identifies and recommends future facilities/infrastructure projects needed to meet regional service demands, integrating multiple planning documents and water policies/agreements.
Supports the ongoing management of the Agency's relations with the Metropolitan Water District and its member agencies, Santa Ana Water Project Authority (SAWPA), and the Chino Basin Watermaster, among others. Evaluates resource projects and agreements; conducts program assessments; creates monthly analyses, reports, and recommendations. Formulates communication strategies for addressing Agency concerns and priorities; provides strategic planning recommendations in support of Agency programs, projects, and initiatives.
Assumes responsibility for coordinating the Agency's internal Regulatory Analysis program. Triages draft regulatory policies potentially impacting the Agency and routes those in need of review to Agency subject matter experts. Leads roundtable discussions, establishes a plan for collecting comments, undertakes independent analysis, outlines and drafts comment letters, as appropriate, and coordinates with industry advocacy groups such as the California Association of Sanitation Agencies (CASA), WateReuse, and the Association of California Water Agencies (ACWA).
Testifies at public hearings and other appropriate venues, representing the Agency's position on regulatory and other external policy issues. Promotes opportunities for coordinated, multi-agency comment letters when appropriate.

QUALIFICATION GUIDELINES:
Education, Training and Experience:
Graduation from a four-year college or university with a degree in business/public administration, environmental science, water resources, civil or utility engineering, planning, or a closely related field, and at least five years of professional-level progressively responsible experience in water use efficiency or water resources planning experience; or equivalent combination of education, training, and experience.

Retirement
California Public Employees' Retirement System (CalPERS):
An employee who becomes a "new" member of CalPERS for the first time on or after January 1, 2013 (and who was not a member of another California public retirement system prior to that date) will be enrolled in the CalPERS 2.0% @ 62 benefit formula with a three-year final compensation in accordance with Public Employees' Pension Reform Act of 2013 (PEPRA). New members (PEPRA) will be required to pay half of the normal cost (Govt. Code Section. 7522.30(c)) currently 6.75% of eligible earnings toward the employee contribution.
An employee who is a "classic" member of CalPERS, or a current member of another California public retirement system, who is hired on or after January 1, 2012, will be enrolled in the CalPERS 2.0% @ 55 benefit formula with a three-year final compensation. Classic members shall contribute 7% of eligible earnings toward the employee contribution.
Social Security/Medicare:
Along with CalPERS retirement, the Agency also participates in Social Security and Medicare. The Agency pays 7.65% on your behalf (6.2% Social Security + 1.45% Medicare), and the employee pays 7.65% via payroll taxes.

The Agency shall make a maximum monthly contribution towards the cost of his/her health insurance as follows:
Agency Medical Contribution
Health insurance is offered through CalPERS, and enrollment is optional with evidence of health coverage from another source. Eligible employees who waive their medical benefit receive a cash incentive payment. Coverage is effective the first day of the month following enrollment.
Dental and Vision Insurance
The Agency offers two dental plans - Delta Dental (PPO) and Western Dental (DPO). Enrollment in one of the plans is mandatory. Coverage is effective the first day of the month following enrollment.
Vision insurance is offered through EyeMed Vision Plan and enrollment is voluntary. Coverage is effective the first day of the month following enrollment.
Flexible Spending Account (FSA) Plan
Upon completion of six months of employment, employees may participate in the Agency's Section 125 Cafeteria Program. Participants in this program may take advantage of tax savings offered through a medical care flexible spending account, a dependent care flexible spending account, or purchase supplemental benefits including critical illness and accident insurance with pre-tax dollars. In addition, employees can purchase supplemental life insurance with post-tax dollars.
Term Life and Accidental Death & Dismemberment (AD&D) Insurance
Life and AD&D insurance is offered through Cigna Life Insurance. Executive Management employees are provided with 1 time their annual earnings up to $300,000. Unrepresented Management employees are provided with an Agency paid $90,000 Life and AD&D policy. Unrepresented non-management, and members of the Supervisors', Laboratory, Professional, General, or Operators' Unit are provided an Agency paid $50,000 Life and AD&D policy. Enrollment into a basic $10,000 Life and AD&D policy is required and paid by the employee. Employees may purchase dependent life, for their spouse and/or eligible child(ren), or additional Life and AD&D coverage for themselves up to $500,000. Coverage is effective the first day of the month following date of hire.
Disability Insurance
Employees are insured by an Agency-paid long-term disability insurance, which will provide income for an employee who is totally disabled from illness, injury, or accident. The basic benefit provides for 60% of the first $10,000 of monthly salary, reduced by deductible income, after a 365-day waiting period. Coverage is effective the first day of the month following the date of hire.
Short-term disability insurance is available through State Disability Insurance (SDI). Employees covered by SDI are covered by two programs: Disability Insurance and Paid Family Leave. Per applicable MOU and/or Personnel Manual, cash-out option available.
Employee Assistance Program
Agency employees are provided access to an Employee Assistance Program (EAP) which provides 24/7 assistance needed to help resolve life's challenges.
401(a) & 457(b) Deferred Compensation
Participation in a 457 deferred compensation plan is available through Empower Retirement. The Agency will contribute $25.00 per pay period to a single 457(b) account for each employee who has made an elective deferral of twenty-five ($25) or more to the plan. Also, participation in a 401(a) Defined Contribution Plan is available within 60 days of hire.
Flexible Work Arrangements
Whenever possible, the Agency strives to be flexible to help employees achieve a balance between work and home responsibilities. Most employees participate in a 4/10 work week.

Sick Leave
Employees accrue 96 hours of sick leave annually.

Safety Equipment Stipend
Members of the Laboratory Unit shall be provided with safety glasses. Payment shall be on a reimbursement basis, not to exceed $250 per fiscal year. Additionally, Laboratory members will receive $300 safety equipment stipend.
Educational Reimbursement Program
The Agency may reimburse eligible employees for the cost of educational courses up to $5,250 per fiscal year for the cost of educational expenses that are related to the employee's work. Limited Term employees are not eligible for this benefit.
Wellness Stipend
Employees not on original probation shall be entitled to a wellness stipend of five hundred dollars ($500) per calendar year. The wellness stipend shall be paid every twenty-fifth (25th) pay period.
Computer Loan Program
Eligible employees may receive an interest-free loan up to $3,000 to purchase a personal computerLimited Term employees are not eligible for this benefit.
